G20 finance ministers and central bank governors have committed to advancing a clearer and more effective regulatory framework for digital assets and stablecoins, while supporting financial innovation and maintaining financial stability, trust in the monetary system, and cross-border risk control.

This commitment is included in the chair's statement from the G20 finance ministers and central bank governors meeting hosted by the U.S. in Asheville, North Carolina. For the first time, the statement incorporates digital assets into the category of digital financial innovation that supports economic growth and private sector innovation, rather than merely describing the industry in terms of financial stability or illicit financial risks.

The G20 did not establish a unified global stablecoin license, nor did it require all member countries to adopt the same regulatory regime by a certain date. The actual expression is that countries should advance their own regulatory and prudential frameworks while incorporating the cross-border impacts of stablecoins, financial stability risks, and data availability issues into international coordination.

Stablecoins have been singled out as a key topic. The G20 is awaiting further reports from the Financial Stability Board (FSB), which will include the cross-border impacts of global stablecoin arrangements, sources of stablecoin data, data availability, and potential gaps in existing data held by regulators.

The meeting also reiterated the G20 cross-border payments roadmap, promoting the extension of large payment system operating hours, the adoption of the ISO 20022 standard for financial messaging, and facilitating cross-border transmission of financial service data in compliance with domestic laws, contractual obligations, privacy, and data security requirements. Stablecoins are placed within this cross-border payment upgrade framework rather than as isolated cryptocurrency issues.

The statement calls for countries with significant virtual asset activities to effectively implement FATF standards on anti-money laundering, counter-terrorist financing, and counter-proliferation financing, while also focusing on financial crimes related to fraud zones and AI-assisted crimes. This means that the so-called "clear path" does not imply a reduction in compliance requirements, but rather the gradual institutionalization of licensing, reserves, information disclosure, transaction monitoring, sanctions screening, and cross-border data rules.

The U.S., EU, and Japan have each advanced their own digital asset or stablecoin frameworks: the U.S. GENIUS Act establishes a federal framework for payment stablecoins, requiring qualified issuers to back tokens with one-to-one qualified liquid reserves and comply with disclosure, regulatory, and redemption requirements; the EU's MiCA addresses the regulation of crypto asset issuers and service providers across member states. The G20 statement does not require countries to replicate these frameworks, but they serve as realistic benchmarks for international coordination.

In market mechanisms, stablecoin issuers, custodians, exchanges, payment companies, and cross-border settlement networks are the sellers of compliance channels; banks, enterprises, remittance users, trading institutions, and DeFi participants are the buyers of on-chain dollar liquidity and payment efficiency. A clear regulatory path will make it more likely for funds to flow to issuers with reserve disclosure, redemption capabilities, licenses, and anti-money laundering systems, and will encourage institutions to use stablecoins for settlement and cash management; issuance models that lack reserve transparency, cannot meet cross-border information requirements, or rely on regulatory arbitrage will face pressure.
