Federal Reserve Vice Chairman Philip N. Jefferson stated in a preparatory speech at the New York Fed's Treasury market conference that the discount window is always ready to provide short-term liquidity to banks, and usage tends to increase when money market rates are under pressure.

The discount window primarily uses primary credit and lends on a no questions asked basis. Jefferson noted that this tool complements standing repo operations, jointly alleviating pressure in financing markets and supporting the implementation of monetary policy, allowing banks not to borrow funds above the target range.

Discount Window Direct, launched in 2024, has processed over 60% of discount window loan applications, allowing banks to apply, repay, view loans and collateral, and submit collateral documents online, as well as communicate with their local Fed without relying on phone calls. Banks have reported that borrowing is faster and more convenient.

This month, Reserve Banks simplified the collateral pledge process for loan types, including streamlined forms, expedited registration, automatic generation of pledged loan lists, and centralized resource access, enabling institutions to pledge multiple loan types while retaining ownership of collateral. The collateral discount schedule will be updated in July 2025, and the Borrower-in-Custody arrangement will be improved in September 2026.

Institutions holding Fedwire Treasury securities can transfer them into the discount window pledge account later in the day and receive funding on the same day. Jefferson mentioned that during the Treasury market dysfunction in March 2020, the volume of pledged Treasury securities surged, and the ability to quickly accept Treasuries and provide reserves was proven crucial at that time.

Increased usage of the discount window typically occurs during quarter-end periods when money market rates temporarily rise. Banks turning to the window instead of financing at high prices in the market can reduce forced sales of Treasuries and ease the repo and federal funds markets. Funds flow from the Fed to pressured deposit-taking institutions, with the window and SRF forming a tool for interest rate ceilings; beneficiaries are banks needing quick liquidity and the Treasury market-making chain, while pressured are institutions relying on overnight financing and slow collateral turnover.
