The SEVP under ICE recently reiterated that CPT must be an essential part of completing a degree program, leading some universities to suspend or tighten the review of non-required internship authorizations; this is not a nationwide cancellation of CPT for all F-1 students.

An email from NYU's Office of Global Services confirms that the school is notifying international students about the new federal guidelines regarding CPT authorization. CPT is an off-campus internship or practical training authorization directly related to academic courses, unlike OPT, which is typically used for employment after graduation; whether a school can approve it is determined by designated school officials based on course structure and SEVP rules.

On August 12 and August 24, SEVP issued guidance to designated school officials, emphasizing that CPT must be directly related to the student's major and an indispensable part of the existing curriculum; internships cannot be authorized as CPT solely because a student needs work experience, an employer offers a position, or the course is an elective. Non-compliant authorizations may expose schools to SEVP certification risks.

This enforcement approach directly impacts internship arrangements packaged as "course credits" that are not essential for all students to graduate, as well as programs commonly referred to as "Day 1 CPT." Schools like UCLA and UC Berkeley have already suspended or delayed processing certain CPT applications while continuing to handle practical courses, clinical rotations, and required internships that clearly belong to graduation requirements.

Therefore, the statement that "international students cannot participate in any internships during their studies" is inaccurate. If an internship is a requirement of the degree program, directly related to the major, and documented in the official curriculum and academic records, CPT regulations still apply; if the internship is merely an elective, for career exploration, or not directly necessary for completing the degree, schools are now more likely to deny authorization or require re-evaluation.

Effective September 15, another rule regarding F and J visa status duration will shift from "staying within the validity period" to granting a fixed departure deadline based on the I-20 or DS-2019 program end date, with students typically approved to stay in the US for a maximum of four years; those needing more time to complete their program must apply for an extension. Graduate students generally cannot change majors within their degree programs after the new rule takes effect, while undergraduates cannot change their educational objectives in their first academic year.

The statement that "all US immigration visas are suspended" has no public policy basis; the claim that "H-1B processing abroad requires a $100,000 fee" cannot be generalized to apply to all applicants under current rules. F-1, CPT, OPT, H-1B, and immigration visas belong to different systems, and tightening CPT cannot be directly interpreted as halting all work or visa channels for international students.

From a market mechanism perspective, tightening CPT will reduce the supply of companies and projects relying on student interns, course affiliations, or Day 1 CPT arrangements, shifting recruitment demand towards candidates with OPT, STEM OPT, H-1B, permanent work authorization, or overseas teams; international students will focus their resources on required graduation internships, on-campus positions, employers that support OPT, and more compliant project paths. Beneficiaries will be schools and employers with clear practical courses, compliant records, and professional immigration service capabilities; educational programs, outsourcing agencies, and companies relying on loose CPT interpretations for recruitment will face pressure.
