Michael Bloomberg wrote in his account that he takes his career seriously but has never made a "budget" for the future: unlike many of his classmates, he does not set a timeline to become a partner at thirty or a trillionaire at thirty-five, nor does he create an overall plan for the rest of his life. In both business and family, he does not let planning hinder action.

The mechanism he describes is that many small and unexpected opportunities arise every day; occasionally, one may lead to a peak, but most, if valuable, only advance a step. To succeed, one must string together many incremental steps rather than gamble on a lottery jackpot. Entrusting fate to luck is not a viable strategy for most people.

The executable parts he outlines consist of three simultaneous actions: continuously improving skills, investing as many work hours as possible, and making tactical plans only for the next few steps; then looking one step ahead based on actual results and adjusting plans accordingly. At the same time, he emphasizes extensive trial and error, making many immediate, individual decisions.

He explicitly opposes five-year plans and the "Great Leap Forward." He writes that central planning failed for both Stalin and Mao Zedong and will not work for entrepreneurs either. The sequence of opportunities cannot be arranged before starting; one can only accomplish what is possible at each step as they reach it.

This method of working aligns with his path after being fired from Solomon Brothers and founding Bloomberg: first creating the terminal and selling it simultaneously, rather than completing a five-year blueprint before starting work. Many of the clients and product uses that later emerged were not part of the initial vision.

In market mechanisms, this replaces one-time strategic financing narratives with high-frequency small decisions. What is sold is a five-year plan that can be presented, while what is bought is a sales and product cycle that can adjust parameters daily. Funds remain in subscriptions for terminals that can deliver immediately; the beneficiaries are founders who can sell while doing and incorporate unexpected demand into the same product, while the pressured parties are projects that promise paths to investors and are then forced to execute according to slides.

Not setting a life budget does not mean not keeping accounts: he narrows controllable variables to work hours, skills, and the next two steps, excluding uncontrollable starting points and luck from the plan.
