India's Minister of Commerce and Industry Piyush Goyal stated that the free trade agreement between India and the EU is expected to officially take effect within 6 to 7 months, with the earliest implementation in Q1 2027. This agreement, which has undergone nearly twenty years of negotiations and completed substantial discussions in January this year, now has a clear timeline for implementation.

Goyal previously mentioned in July that the legal text review of the agreement would be completed in "one to two weeks," and described it as "one of the fastest approved free trade agreements in EU history"; the agreement has received broad political support from all 27 EU member states, and it is also well-accepted domestically in India, further clarifying the timeline for its implementation.

The agreement covers approximately 25% of global GDP and 2 billion people, with bilateral trade expected to reach about $136.5 billion in the fiscal year 2024-2025, with a target to increase this figure to $200 billion by 2030. According to the disclosed terms, about 96% of EU exports to India and about 90% of Indian exports to the EU will achieve tariff exemptions or significant reductions.

In the automotive sector, the EU will receive a quota of 250,000 vehicles per year for exports to India (160,000 gasoline vehicles and 90,000 electric vehicles), with tariffs on gasoline vehicles reduced from about 110% to 10% over five years, and tariffs on electric vehicles reduced to 10% over ten years; Indian car manufacturers will receive a quota of 625,000 vehicles from the EU, with zero tariffs on electric vehicles. In terms of alcoholic beverages, wine tariffs will be reduced from about 150% to 20%-30%, and spirits tariffs will be reduced from about 150% to about 40%; zero tariffs will be implemented in industries such as textiles, chemicals, and pharmaceuticals.

The timeline for this agreement follows closely after the India-UK free trade agreement (which took effect on July 15 this year) and is one of several free trade agreements that India is actively pursuing. The Indian government previously stated its plan to launch up to nine free trade agreements in the next ten months, and the clarification of the India-EU agreement's timeline is seen as another concrete step in India's accelerated diversification of its foreign trade.

In terms of market mechanisms, once the tariff reduction window is confirmed, EU automotive companies, alcoholic beverage exporters, and machinery exporters will begin to plan their marketing and production capacity in India, while Indian textile, pharmaceutical, and IT service exporters will also accelerate their preparations for market penetration in Europe; funds and capacity may be directed towards industries with clear tariff benefit windows, while some Indian domestic gasoline vehicle and low-end alcoholic beverage producers facing weakened tariff protections will encounter more direct competition from European imports.
