According to Freddie Mac's primary mortgage market survey this week, the average rate for a 30-year fixed mortgage is reported at 6.71%, up from 6.66% last week and 6.50% a year ago, marking a high not seen in about 13 months.

The 15-year fixed rate also rose to 6.04%, up from 5.98% last week and 5.60% a year ago. The survey is released every Thursday at noon Eastern Time, reflecting the mortgage application rates reported by lenders from the previous Thursday to Wednesday, based on conventional loans that meet agency purchase standards with a loan-to-value ratio not exceeding 80%.

Chief Economist Sam Khater stated that homebuyer demand remains relatively stable, indicating that buyers are adapting to changing market conditions. The recent weekly trend saw a peak of 6.43% in early July, followed by fluctuations, reaching 6.66% on August 27, and increasing by another 5 basis points this week. Daily quotes may differ from the weekly survey, with some commercial indices showing higher 30-year rates on the same day.

The rise in rates directly increases monthly payments. For the same principal, an increase from 6.50% to 6.71% will raise payments on a 30-year loan, making existing homeowners locked into low post-pandemic rates less willing to sell and refinance, thus constraining the supply of listings due to the lock-in effect. Refinancing typically shrinks in an environment where rates exceed old contracts, while new home purchase eligibility increasingly depends on income and home prices.

In July's housing data, the average home price was reported at approximately $508,800. Building permits rebounded that month, and the home price index remains high. Mortgage rates are linked to Treasury and agency mortgage-backed securities yields, and the weekly survey reflects a lagged average, not real-time bank window prices.

In market mechanics, buyers are opting for shorter-duration, higher-coupon new loans, while selling lower-coupon refinancing streams. Funds are flowing from potential homebuyer monthly payment capacity to accounts holding mortgage-backed securities. Beneficiaries are the net interest margins of new loans and existing homeowners locked into low rates; those under pressure are first-time buyers and families needing to move but unwilling to give up old contracts. "Stable" demand means transactions have not collapsed, but it does not imply improved affordability.

Additional: Historically, the average for 30-year rates has peaked at 18.63% since 1971 and reached a low of 2.65%. This week's 6.71% is still far below the 1980s but significantly higher than the ultra-low range of 2020 to 2021.
