The Blockchain Association announced that CEO Summer Mersinger will resign on October 16, continuing as an advisor until the end of the year for transition purposes; Board Chair Kristin Smith will serve as interim CEO starting October 17. Mersinger stated that she is proud of the team's achievements over the past year and a half, which she led during one of the most critical phases in the association's history, and she will soon clarify her next steps.

Her list of achievements includes: the GENIUS Act becoming law; over 300 meetings with Congress and regulators; and the industry having clear rules for the first time due to work with the SEC, CFTC, and the current administration. The full name of GENIUS is the "Guidance and Establishment of a National Innovation Act for Stablecoins in the U.S.", signed into law by the President on July 18, 2025, as Public Law 119-27, covering only payment stablecoins: issuance must be federally or state licensed, reserves must correspond one-to-one with cash, insured bank deposits, short-term government bonds, and other high-quality liquid assets, and it specifies that payment stablecoins are not securities or commodities and do not enjoy federal deposit insurance. Implementation rules are still in progress: the OCC, FDIC, and Treasury will propose rules in 2026, with full effectiveness taking the earlier of "120 days after the final draft from the primary regulatory agency" or January 18, 2027. The market structure-related "Clarity Act" has not yet become law.

Mersinger was appointed as a commissioner of the CFTC in 2022, resigning on May 30, 2025, and becoming the association's CEO on June 2, giving up a commissioner term that could last until mid-2028. Previously, she served as a long-time aide to current Senate Majority Leader John Thune. Smith is the association's first employee and returned as Board Chair after serving about six years before moving to the Solana Policy Institute as its director in May 2025.

The association was established in 2018 and had over 125 member organizations at one point, making it a major industry organization for crypto in Washington. The leadership change in 2025 is seen as a move to seize the legislative window before the midterm elections; more than a year later, with the stablecoin law signed, the comprehensive market structure law not passed, and a flurry of administrative interpretations and exemptions being issued, another leadership change occurs.

In terms of market mechanisms, this is a lobbying group locking in personnel during the legislative work-in-progress phase. The buyers are member exchanges, issuers, and public chains that need continuous connections with Congress and the two committees; the sellers are the association's management that can convert commissioner experience into meeting counts. Funding comes from membership fees and political actions, while the output is legislative texts and regulatory meetings. Beneficiaries are members needing stable connections and the returning Smith network; under pressure are expectations that tie the association's agenda to a single market structure vote date. The advisory contract keeps Mersinger's regulatory connections until the end of the year, while the interim appointment returns daily command to the founding operators. The rules labeled "clear" are written as completed, but the position is left vacant first, with the market reading it as window management rather than a strategic conclusion.
