Canadian Prime Minister Mark Carney publicly stated that the "old relationship" between Canada and the United States, based on continuous deepening integration, has come to an end. He described this as a "tragedy," but also a "new reality" that Canada must face.

This statement was made during Carney's victory speech after winning the federal election on April 29, 2025, where he said, "Our old relationship with the United States, based on ever-deepening integration, is over," and emphasized, "We have moved past the shock of American betrayal, but we must never forget this lesson. We must take care of ourselves, and more importantly, we must take care of each other."

In the same speech, Carney adopted a stronger tone, stating, "What the United States wants is our land, our resources, our water, our country," and warned that "President Trump is trying to crush us so that America can have us." He also mentioned that during meetings with Trump, he would be "fully aware that we have many, many other options besides the United States."

Carney outlined specific responses in his speech, including strengthening relationships with reliable partners in Europe and Asia, building new trade and energy corridors, and promoting "free trade for Canadians by Canadians," emphasizing that Canadians "can give more to themselves than Americans can take away."

More than a year later, this statement has been revisited amid the current tensions in US-Canada trade: US-Canada trade negotiations broke down on August 21, with the US subsequently imposing additional product restrictions on top of existing tariffs. Currently, Washington has imposed a 50% tariff on approximately $20 billion worth of Canadian goods, although about 80% of the total trade between the two countries remains tariff-free.

On September 15, at the Canadian Investment Summit in Toronto, Carney further elaborated on his position, stating that Canada is willing to wait for more favorable conditions to restart negotiations with Washington, and said, "When those opportunities arise again, Canada will be a better partner—stronger, more resilient, and more independent," while emphasizing that "nostalgia is not a strategy." He revealed that Ottawa plans to introduce private capital to operate Canada's four major airports through long-term franchising while retaining public ownership of the land and assets, a plan expected to drive hundreds of billions of dollars in infrastructure reinvestment.

From a market mechanism perspective, the ongoing trade war directly pressures Canadian manufacturing and related industries that rely on exports to the US, facing cost shocks from the 50% tariffs. Carney's push for airport privatization financing and a diversified trade partner strategy aims to introduce alternative funding and markets for Canada's infrastructure and export channels, reducing dependence on the single US market. For the US, maintaining a tough stance on tariffs and product restrictions preserves negotiation leverage over Canada in the short term but may also accelerate Canada's shift towards capital and trade arrangements in the Eurasian market.
