SpaceX has signed an agreement with Hungary's 4iG Group in Bastrop, Texas, with SpaceX President and COO Gwynne Shotwell and 4iG Chairman and CEO Gellért Jászai signing the deal to introduce Starlink Mobile and sovereign satellite solutions simultaneously in Europe for the first time.

The first generation of Starlink Mobile will be commercially available in Hungary and Albania, providing applications and SMS services to remote areas, allowing regular LTE phones to connect directly without the need for dedicated satellite terminals. The next generation, Starlink Mobile V2, plans to cover Hungary, Albania, Montenegro, and North Macedonia, utilizing SpaceX's global 2GHz priority spectrum to offer high-speed broadband and 5G non-terrestrial network capabilities for direct mobile connections. The official launch will still depend on regulatory approvals, technical integration, and business terms in each country.

The two parties will also launch Sovereign Solutions, which will provide encrypted satellite communications for government and national security, integrated by 4iG's aerospace defense sector, with plans to go live as a secure data service the following year. Shotwell stated that resilient direct terminal connections will be provided to Hungary and the Western Balkans, and Hungary could become an early adopter of Europe's sovereign solutions. 4iG already has telecom operating assets in Hungary, Albania, and Montenegro.

Directly connected mobile phones transform satellites from rooftop antennas into wholesale capabilities for operators. When ground networks are interrupted, emergency and critical infrastructure become a secondary selling point. Spectrum and landing licenses remain bottlenecks, and the agreement does not mean all four countries will launch simultaneously.

Mountainous and coastal areas are the first generation SMS scenarios, while V2 will emphasize speed as a selling point. The two generations are layered to reduce one-time regulatory difficulties.

In market mechanisms, buyers are operators and governments needing to fill blind spots and disaster recovery, while the seller is SpaceX, holding constellation capacity and spectrum rights. The driving force is Europe's first bundled sovereign communication order, which is an order event. Funding flows from 4iG's telecom bills and defense budgets to constellation capacity. Beneficiaries are 4iG, which already has network interfaces in the four countries, and Starlink Mobile, which needs a European model, while traditional base station investments relying solely on ground tower coverage in mountainous areas face pressure.
