UAE National Digital Identity System Integrates with Avalanche

Avalanche, a public blockchain project, announced that the UAE is using its blockchain technology to support the national digital identity infrastructure "UAE PASS"'s Digital Vault, which serves over 12.5 million users nationwide.

UAE PASS is the official digital identity system of the UAE, providing citizens, residents, and visitors with identity verification, electronic document signing, and a unified access point to over 15,000 government and private sector services (covering more than 350 agencies). It has been disclosed that the system will utilize a dedicated Avalanche Layer 1 (L1) chain for enhanced control and security.

This news has only been released via Avalanche's own X account, and the UAE Telecommunications and Digital Government Regulatory Authority (TDRA), which operates UAE PASS, along with the previously mentioned Dubai consulting firm Deca4, have not publicly confirmed this arrangement. Specific technical details—such as whether it replaces the previously reported Hyperledger Fabric identity layer and Quorum document vault architecture, whether complete documents or only hash values are stored on-chain, and who hosts the verification nodes—have not been disclosed.

If true, this would be one of the largest real-world applications of public blockchain infrastructure in a national identity system. Previously, Avalanche has attracted several traditional financial institutions to test on-chain operations through its "Evergreen subnet" model. Citibank has already tested private market tokenization on its dedicated Avalanche "Spruce" test subnet. If UAE PASS is implemented, it would mean Avalanche's institutional path is expanding from testing environments in financial institutions to critical infrastructure at the sovereign state level.

On the day of the announcement, the price of the AVAX token rose over 3% to about $7.48, with a 24-hour trading volume increase of approximately 14% to $249 million. Market analysis considers $7.50 a key resistance level, while $7.37 is viewed as an important support level.

For Avalanche, even though official cooperation details have not been confirmed by the government, the narrative of a "national digital identity system serving 12.5 million people" is sufficient to drive a short-term increase in token prices, reflecting the crypto market's high sensitivity to the narrative of "sovereign state-level real applications." However, since the UAE government has not officially confirmed the news, there is a risk of price correction if subsequent details diverge from market expectations (such as whether a public chain is truly used instead of a permissioned chain, or if it is only for hash storage and other marginal aspects).

Avalanche has been betting on an institutional path in recent years—providing traditional financial institutions with customizable and controllable dedicated chain environments through the "Evergreen subnet" mechanism. Citibank has previously experimented with private market asset tokenization on its "Spruce" test subnet, and several financial institutions have joined related testing networks. This approach of "first conducting privatized tests for financial institutions, then gradually expanding to the public sector" differentiates Avalanche from other public chains like Ethereum, which rely more on open ecosystem narratives.

If this collaboration with UAE PASS is confirmed, the logic of resource mobilization is that the Avalanche Foundation exchanges technical and deployment support for the rare narrative asset of "sovereign state-level real applications," rather than reflecting traditional funding input. Such collaborations have an immediate impact on token prices—on the day of the announcement, AVAX rose over 3%, and trading volume increased by 14%, indicating that the current crypto market prices in "national adoption" news significantly ahead of actual technical validation and official confirmation.

This is similar to the dissemination path of previous "certain government/certain major bank adopting blockchain X" news—where the project party announces unilaterally, the market prices in expectations of a rise, and then official institutions delay confirmation or only partially confirm, often resulting in the actual implementation scale being smaller than the initial narrative. This phenomenon of "narrative first, validation delayed" frequently appears in institutional adoption news in the crypto industry, which is one reason analysts and media have generally held a cautious attitude towards such announcements. Currently, the application of public chains in national digital identity systems is still in the early exploratory stage, with no widely recognized mature cases.

This essentially represents a pricing power game between crypto projects and the market regarding the narrative of "real-world assets/identity on-chain." In the absence of independent confirmation from third parties (such as government agencies themselves), unilateral announcements led by project parties can still significantly influence token pricing, indicating that the market currently has relatively loose verification standards for "sovereign-level adoption" information. Mechanically, as long as the narrative itself possesses sufficient rarity and imaginative space, the market tends to price in early, while the information asymmetry caused by delayed validation objectively creates space for project parties to influence token prices in the short term without bearing full disclosure responsibilities.
