Bill Gates stated that the pace of AI advancement is outpacing the ability of governments and society to prepare for its consequences; if the current development path and speed are maintained, "the probability of net negative outcomes is very high."

In his latest memo, Gates mentioned that AI could become "the greatest equalizing tool in history" or "the worst source of injustice"; the outcome depends on the actions or inactions taken by humanity now.

He believes that the analogy of traditional technological revolutions is insufficient to explain the current risks. Changes like the Industrial Revolution often spanned several generations and created new jobs that still required human cognitive abilities; AI, however, may directly replace this cognitive labor, impacting fields such as law, customer service, healthcare, software, and manufacturing, leading to a total number of new jobs significantly lower than the current employment scale.

Gates noted that risks related to cybersecurity, biological threats, interpersonal relationship impacts, and AI control have all raised "yellow or red flags." He stated that, aside from robotics, the positive social benefits of AI are progressing relatively slowly, while negative risks are approaching.

He criticized both U.S. political parties for lacking sufficient knowledge and a prudent attitude towards AI issues and believes there is currently no comprehensive transformation plan coordinating employment, education, taxation, healthcare, national security, and technology regulation.

Gates advocates for the establishment of a new national-level AI coordination agency and the promotion of an international organization with verification mechanisms and elements of international aviation regulation; he also suggested discussing policies such as reserving certain jobs for humans and taxing AI usage and robots. These are his policy proposals and do not reflect current U.S. laws or international agreements.

He stated that he might support a credible global plan to slow AI progress, but he also believes that such global coordination is difficult to achieve in the current geopolitical competition; he mentioned that leaders of large AI companies and laboratories he interacts with privately express widespread concerns about related risks.

In market mechanisms, if the government advances AI taxes, robot taxes, job reservations, or higher safety reviews as Gates suggests, the marginal costs, compliance cycles, and range of replaceable jobs for corporate AI deployment will be repriced; safety assessments, audits, identity tracing, data governance, retraining, and human-machine collaboration tools will benefit. Automation products that solely rely on replacing entry-level white-collar jobs without safety and accountability mechanisms will face higher policy uncertainties.
