Bolivia has committed to establishing a regulatory and supervisory framework for virtual assets in its economic and financial policy memorandum submitted to the International Monetary Fund (IMF), aiming to reduce the risk of improper outflows of funds through the crypto asset market. The memorandum does not specify a timeline, the regulatory authority, or whether the framework will take the form of laws, decrees, or administrative regulations.

This provision is embedded in a 36-month Extended Fund Facility arrangement, amounting to 13.69 million Special Drawing Rights (approximately $1.9 billion), which is about 570% of Bolivia's quota and marks the first multi-year IMF arrangement since 2006. The staff-level agreement was reached on July 29, and it is expected to leverage over $5 billion in financing from the World Bank, Inter-American Development Bank, and others. The House of Representatives has passed a related bill for the approximately $1.9 billion arrangement, while approval from the Senate and the IMF Executive Board remains a condition for effectiveness.

The backdrop is a shortage of foreign exchange. The lifting of restrictions on crypto trading in 2024 is partly aimed at finding alternatives for scarce foreign exchange, with the state oil company once authorized to use crypto for fuel imports. The IMF's 2025 consultations have warned that crypto liberalization could become a new channel for deposit and capital outflows, complicating capital controls. Available reserves have been described as nearly exhausted, with a significant portion being restricted gold. Reports of a substantial year-on-year increase in virtual asset trading in the first half of 2025 coexist with currency depreciation and parallel exchange rates.

The memorandum also includes provisions for eliminating fuel subsidies, covering domestic oil prices from 2027, and setting fiscal monetary financing to zero. The crypto framework is framed as a risk management measure for outflows rather than a commitment to industry development. The lack of specification regarding whether the central bank, finance ministry, or financial regulatory authority will lead indicates that even after congressional approval of the loan, it may remain at a principle level for a long time.

In market mechanisms, this rewrites stablecoins and peer-to-peer exchanges from being a pressure relief valve for the foreign exchange gap into subjects of monitoring: what is bought is IMF loans and multilateral follow-up loans, and what is sold is the channel for households and businesses to bypass official exchange rates using crypto. Beneficiaries include the central bank needing to rebuild reserves and the list of loan conditions; those under pressure include over-the-counter exchanges that rely on price differences and state-owned companies that have used crypto as a payment tool for imports. Before the framework is implemented, trading will not automatically stop, but compliance costs are expected to rise.

Additionally, the president's office has previously stated that the $1.9 billion could unlock a total of about $7 billion. The political resistance to fuel subsidy and exchange rate reforms will determine whether the crypto provisions represent genuine regulation or merely a statement in the memorandum.
