U.S. Customs and Border Protection: CAPE System to Handle Largest Tariff Refund in History
U.S. Customs and Border Protection official Brandon Lord stated in a document submitted to the International Trade Court that the "Customs Administration and Processing System" (CAPE) for tariff refunds has completed its first phase of development and will launch on a specific date to refund approximately $166 billion in tariffs to U.S. importers. The system will consolidate previously deemed illegal tariff payments into a one-time electronic payment instead of processing them individually.
Lord noted that as of April 9, about 56,497 importers have completed the electronic refund process for tariffs affected by the court ruling, involving approximately $127 billion. The system will be launched in phases, initially processing refunds for recent imports and simple declarations, with more complex cases to be gradually included later.
