The U.S. Embassy in Moscow issued a health alert on October 6, strongly advising American citizens not to travel to Russia. The State Department's Level 4 travel warning for Russia remains unchanged, and U.S. citizens currently in Russia should leave immediately.

The alert specifically mentions Irkutsk. The embassy is aware of local media reports regarding a suspected case of pneumonic plague that resulted in one death, as well as the isolation measures and closures at Irkutsk hospitals. The embassy continues to monitor the situation and states that the U.S. government's ability to assist American citizens in Russia is limited, even more so outside of Moscow. Due to health and safety concerns, personal and official travel to certain areas may be further restricted.

The reasons for the travel advisory have not changed due to the pandemic. The embassy reiterates that those planning to travel are strongly advised against it due to risks of wrongful detention and safety concerns. The original Level 4 warning states: "Do not travel for any reason due to terrorism, civil unrest, wrongful detention, and other risks." The embassy's staff has been reduced, and the Russian side has also restricted embassy personnel's travel.

The consular network remains in a state of contraction. The consulates in Vladivostok and Yekaterinburg remain closed, and all consular services at U.S. consulates in Russia have been suspended. The embassy states that if American citizens are detained, there is no guarantee that the Russian side will allow consular access, and individuals may serve their full sentences without being released. The emergency contact number remains +7 495 728-5577 for the Moscow embassy.

The health alert does not confirm any pathogens or announce new entry bans. It places reports of suspected cases, hospital isolations, and the existing Level 4 warning on the same page. A global caution remains in effect, urging Americans to remain vigilant worldwide. This is a reiteration, not an elevation of Russia to Level 4 from other levels.

This is an administrative recommendation suppressing travel demand, not a new aviation ban. The buyers are companies still needing to send personnel to Russia and travelers who have already purchased tickets, while the sellers are airlines and insurance companies facing cancellations, rescheduling, and increased war and detention risk premiums. Beneficiaries are businesses that shift their itineraries to third countries, while those under pressure are local services relying on American travelers and project personnel in Russia, as well as citizens who are outside Moscow and cannot receive embassy assistance.
