Senate Leader Thune: Debt Ceiling May Be Raised After Midterms

U.S. Senate Majority Leader John Thune stated that Congress may raise the debt ceiling after the midterm elections, and will not tie the debt ceiling increase to the current budget reconciliation before the elections.

He told reporters that the current limit is expected to be reached around mid-next year, or at least in the first or second quarter of next year, but "it is obviously possible to do something after November." He also mentioned that including the increase in the third reconciliation bill would open a "whole new front," and the budget resolution passed by the House does not include this item, making the arithmetic for party votes already very tight.

The statutory limit is currently about $41.1 trillion. The party-line bill signed on July 4, 2025, has already raised the limit by $5 trillion once. The national debt has surpassed $40 trillion, increasing by about $2 trillion annually. Independent estimates suggest that the limit may be reached between February and July 2027, with the Treasury's extraordinary measures potentially lasting until early 2028. Trump has recently called for addressing the limit during this session, while Budget Office Director Russ Vought suggested that the third reconciliation bill should focus first on defense, agricultural aid, and election-related provisions, with the limit handled separately.

Thune has publicly acknowledged that there will be no push for a budget resolution before the midterms. House Speaker Mike Johnson stated that spending constraints of up to about $1 trillion could be paired with the limit increase. Fiscal hawks demand that any increase in the limit must come with cuts, as previous promised cuts have not been fulfilled. The House Republican majority is very slim, allowing only about three dissenting votes for party-line votes; raising the limit in the Senate typically requires 60 votes unless reconciliation procedures are used.

If the Republicans lose one or both chambers, the White House is expected to demand a one-time increase in borrowing capacity to cover the remainder of the president's term during the lame-duck session, to avoid handing leverage to the Democrats in 2027. Democratic lawmakers have indicated that if the Republicans attempt to push through during the lame-duck session, they will not cooperate. Government funding deadlines and the December appropriations renewal may become bargaining tools, but Thune did not provide specific amounts or legislative text.

The national debt market is trading on the timeline before the elections, not on new limits. Buyers are the governing coalition needing to push default risk past the voting date and institutions holding U.S. debt; sellers are fiscal hawks unwilling to endorse leverage before the elections. Short-term funding will still rely on the Treasury's extraordinary measures, with the actual flow depending on whether the lame-duck session raises the limit, pauses it, or delays until 2027 for a showdown. Beneficiaries are short-term financing and risk assets pricing in "to be discussed after the elections," while those under pressure are the party's right wing tying cuts and the limit as leverage, and the opposition party that may take over negotiations in 2027.

The annual increase of about $2 trillion in public debt means that even if it is delayed past November, Congress will still need to legislate ahead of the deadline, or the window for extraordinary measures will quickly narrow.
