In terms of capital pathways, fraud zones rely on forced labor and cryptocurrency channels to transfer funds, and severe penalties increase operational and financial costs; at the same time, this may accelerate the shift of these zones to more covert or cross-border operations, with resources leaning towards those capable of law enforcement and cross-border cooperation.

Similar trends can be seen in neighboring countries like Cambodia and Laos in recent years regarding crackdowns and legislation against fraud zones: there is often a gap between public crackdowns and actual eradication. Currently, Myanmar is still in a phase of "legislative statements and on-the-ground execution running parallel."

Essentially, this reflects a regulatory change: as the scale of the fraud industry triggers international attention, the state uses extreme penalties to directly raise the costs of illegal activities, attempting to redefine the legitimacy boundaries of the border economy.
