The State Department announces new passport and online application

The U.S. State Department showcased the new passport design at an America.gov press conference and announced that first-time passport applications will be conducted online. The physical redesign was linked with the portal's agency, stating that the National Design Studio participated in the overhaul from cover to inner pages.

Secretary Marco Rubio stated the goal is to allow the vast majority of Americans to apply for passports or passport cards on America.gov by the end of 2027. The demonstration path involves logging into Login.gov to retrieve existing personal information, taking a self-photo, previewing the final product, and making a payment, followed by an estimated delivery date. Some reports indicate that the fully online application could be piloted as early as the end of this year, with full implementation still aimed for 2027.

The new passport is planned to be mailed out starting in 2028, named "Eagle's Flight." The cover remains blue, with the country name at the top and a larger, more golden national emblem; the inner pages are illustrated based on themes of American history, creating a visual effect of an eagle in flight when the right pages are turned. The packaging is described as similar to consumer electronics unboxing. Currently, about half of Americans hold passports.

The existing process still requires finding forms, printing, making appointments, and waiting in line. The first phase of America.gov can only provide Q&A guidance, with a closed-loop process waiting for the second phase. Tax and national security-related services are not mandated to be covered by this portal.

In market mechanism terms, this is a government product launch, not a trading platform. The buyer is the State Department, channeling application traffic from physical windows and paper forms into a digital entry point, while the seller is the National Design Studio and the America.gov tech stack. Funds flow from passport fees and digitalization budgets into design, identity verification, and logistics tracking, putting pressure on window service providers and intermediaries. The event is driven by the portal's launch on the same day, with expectations set for whether the system can truly deliver by 2027.
