Pre-registration began on August 19, and by noon on August 30, over 1.337 million had registered. Verification must be done by the individual through ThaID or government applications, and proxy registrations are prohibited. The budget is approximately 16.21 billion baht, sourced from the Digital Economy Development Fund. The government pays active innovators about 24.70 baht per person per month, with no payment for unused accounts. Those who register by November 30 can instantly upgrade to a creator tier.

The platform aggregates over 14 vendors and more than 30 models, with English descriptions covering GPT-5.6, Claude Opus 5, Gemini 3.1 Pro, Grok 4.3, and the local Pathumma, including tools for images, videos, and in-depth research. Basic usage is available; completing courses and tasks to accumulate 100 points allows an upgrade to creator status, earning about 10,000 points daily, equivalent to 20 to 50 dialogue programming inferences, up to 20 images per day, and up to 10 videos per month. Courses are provided by Google for Education, Microsoft Elevate, NVIDIA Deep Learning Academy, and OpenAI. Dialogues and uploaded files will be sent to overseas vendors for processing.

This is a government procurement wholesale position issued according to identity, not a self-developed large model to replace imports. If activity is insufficient after one year, billing will automatically reduce expenditures based on the number of users.

Verification ties slots to nationality and age, reducing resale opportunities while sending citizen dialogues to foreign models.

In market mechanisms, the buyer is the Thai government aiming to expand usage and literacy, while the seller is the model vendors quoting based on slots. The driving force is national project tenders, classified as procurement events. Funds flow from the digital fund to active users towards OpenAI, Google, Anthropic, etc. Beneficiaries are vendors receiving wholesale volumes and users in the creator tier who registered early, while the burden falls on domestic retail channels selling subscriptions and privacy regulations that must handle cross-border data.
