The Federal Bureau of Investigation has placed Bernhard Eugen Fritsch, founder and CEO of a Los Angeles tech company, on its newly established "Most Wanted Fraud" list, offering a reward of up to $150,000 for his capture.

Fritsch, 65, a German green card holder, founded the Santa Monica company StarClub, which promotes an app called StarSite that helps celebrities and influencers monetize their brand endorsements. Prosecutors allege that from 2014 to 2017, he raised funds using false financial statements and claims of imminent deals with media giants like Disney, raising approximately $35 million for the company, with investor losses estimated at about $26.8 million. One victim invested over $20 million in two years and referred other investors.

A federal jury found him guilty of one count of wire fraud and not guilty of another after a nine-day trial in April 2025. He was released on bail but failed to attend a bail revocation hearing on June 3, 2025, and fled to Los Mochis, Sinaloa, Mexico. In September of the same year, he was detained by Mexican authorities for holding fake documents but was released after being required to report to immigration court every two weeks; he then moved to Munich on October 6. On October 20, a Los Angeles federal court sentenced him to 15 years in prison, a $35,000 fine, and ordered restitution of over $26 million. Yachts, a McLaren, and a Rolls-Royce have been seized. At least $7.3 million of investor funds were used for mortgage payments, residential expenses, and luxury cars.

His girlfriend, Lucinda Jane Weist Manera, admitted to being an accomplice in June of this year, with prosecutors alleging she lied to federal agents and paid nearly $8,000 between June and September 2025 for rent and hotels in Mexico to assist him in hiding before he fled to Germany. She faces up to five years in prison. The FBI believes Fritsch is currently residing near Munich. The wanted list also includes two other fugitives sought by offices in Seattle and Tampa. Patrick Grandy, head of the Los Angeles bureau, stated that Southern California is a hotbed for fraud, and escaping the U.S. does not stop the pursuit.

Germany typically does not extradite its citizens to the U.S., so the wanted list serves primarily to increase exposure and informant rewards rather than immediate extradition. Director Kash Patel described the list as a third tier of "Most Wanted" for white-collar fugitives, alongside lists for violent criminals and terrorists, noting that four individuals involved in nearly $2 billion in cases have been apprehended across three continents.

In market mechanisms, this represents an enforcement-driven credit discount rather than primary market financing. The buyers are the federal prosecutorial system seeking to recover assets and establish authority, while the sellers are early investors still treating celebrity endorsements and acquisition rumors as valuation anchors. Funds have flowed from StarClub accounts into real estate and vehicles, which have since been seized; remaining liquidity is tied up in cross-border hiding costs. Beneficiaries are intermediaries who can monetize connections in the Southern California entertainment tech circle, while those under pressure are investors who placed large checks based on unverified income and any accomplices continuing to provide shelter and documents for the fugitive.
