Axios reports that during the tenure of Trump and Defense Secretary Pete Hegseth, several senior Pentagon officials and military leaders have been dismissed, retired early, or resigned; the resignation of Army Secretary Dan Driscoll is the latest example.

Driscoll, the highest civilian leader of the Army, resigned after long-standing friction with Hegseth. Axios reported that Driscoll felt his Army modernization plans were being obstructed and was dissatisfied with the management chaos caused by Hegseth's continuous removal of senior leaders; his departure leaves the largest branch of the U.S. military without a Senate-confirmed civilian secretary and uniformed chief at the same time.

In the Army, Chief of Staff Randy George retired in April, more than a year before the end of his term, with multiple reports indicating that Hegseth requested his departure; U.S. Army Europe and Africa Commander Christopher Donahue announced his departure in July, with reports suggesting the Pentagon opposed extending his military career; Army Deputy Chief of Staff James Mingus was replaced by former military assistant Christopher LaNeve after less than two years in office, with media stating he was forced to retire early.

Similar high-level changes occurred in the Joint Staff and other military branches. Trump dismissed then-Chairman of the Joint Chiefs Charles Q. Brown Jr. in February 2025, about 28 months before the end of his four-year term; Chief of Naval Operations Lisa Franchetti and Air Force Deputy Chief of Staff James Slife were also replaced that month, while Air Force Chief of Staff David Allvin announced his retirement in August 2025, halfway through his four-year term.

There were also personnel upheavals in the intelligence and joint operations systems. National Security Agency Director and Cyber Command Chief Timothy Haugh was dismissed in April 2025, with the Pentagon not publicly stating the reason; Defense Intelligence Agency Director Jeffrey Kruse was removed in August 2025, with reports indicating his department's assessment of the effectiveness of strikes against Iran displeased Trump; Southern Command Commander Alvin Holsey announced his retirement in October 2025, about a year into a typical three-year term.

In terms of market mechanisms, the frequent turnover at the top of the Defense Department will temporarily shift resources and attention away from long-term procurement, troop modernization, and inter-service coordination, towards personnel restructuring, acting appointments, and policy adjustments. Beneficiaries may include defense contractors, drone manufacturers, missile defense, border security, and rapid procurement projects that align with the new management's priorities; those under pressure are large weapon projects that require years of budget continuity, long-term readiness planning dependent on professional military judgment, and regional commands needing rapid operational coordination during periods of command chain instability.
