House Democrats Introduce Resolution Opposing Taxpayer-Funded Bailouts for AI Companies

U.S. House Democrats Greg Casar and Maxine Waters on October 28, 2026 introduced a nonbinding resolution expressing the House’s position that Congress should refuse to provide additional funds or special regulatory support to companies or financial institutions facing insolvency or financial collapse due to acute pressure in the artificial intelligence market.

The resolution calls for such companies to go through ordinary bankruptcy proceedings rather than receive taxpayer-funded bailouts. It also calls for civil and criminal accountability for senior executives engaged in excessive risk-taking or unlawful conduct, and supports workers, consumers and pension fund holders. The document reviews the experience of the 2008 financial crisis and emphasizes that the practice of bailing out large institutions rather than ordinary people should not be repeated.

As a “sense of the House” resolution, the measure is not legally binding and does not require Senate or presidential approval. Casar said he hopes to bring it to a vote early in the next Congress to record lawmakers’ positions. A House Financial Services Committee Democratic account also posted a related statement.

The resolution explicitly opposes federal agencies, including the Federal Reserve, the Treasury Department and the FDIC, rescuing AI-related companies through emergency loans, capital injections or debt guarantees. It calls for bankruptcy proceedings to promote competition and to prioritize the interests of workers and consumers.

The proposal was advanced by progressive figures and comes amid growing AI infrastructure debt financing and increasing discussion of a potential bubble in the market. Maxine Waters said that technology companies and Wall Street have fueled the AI boom with massive borrowing, and taxpayers should not again bear the risk of failure.

As a nonbinding resolution, its main effect is to state a position and seek a recorded vote, rather than immediately change existing law. There is currently no public information on formal passage or broad co-sponsorship.
