New Orleans Partially Uses AI Chatbots for 911 Calls
The Orleans Parish Communication District in New Orleans has deployed AI agents to handle some 911 emergency calls, primarily targeting repeat calls for reported incidents (such as car accidents).
The system, provided by Carbyne, first asks if the caller is reporting a known event; if so, it provides information and ends the call, otherwise it transfers to a human operator. This also helps alleviate about 40% of staffing shortages, saving at least two hours of human time each day.
This initiative strengthens the narrative of AI triage and human support in emergency services, shifting funding and efficiency towards automated triage, while traditional fully manual call center positions face pressure.

The New Orleans 911 system has long faced high call volumes and staffing shortages. Since 2023, it has piloted AI-assisted triage, recently expanding to automatic responses in specific scenarios, becoming one of the earlier adopters among major U.S. cities.
The approach focuses on filtering repeat and low-priority calls: AI identifies incoming calls within the radius of known events and directly handles information requests, aiming to free up human operators for truly urgent situations while reducing queue delays.
Similar cases can be seen in other cities introducing AI in 311 non-emergency lines or basic triage, as well as the global trend of call center automation, with current emergency services operating in a phase of human resource gaps and technological supplementation.
Essentially, this is a technological replacement: AI takes on structured, predictable call segments, with the mechanism relying on preset rules and location data to achieve rapid triage, allowing limited human resources to focus on high-uncertainty emergency events.
