Binance SAFU Fund holds about 15,000 bitcoins

Binance’s Secure Asset Fund for Users (SAFU) currently holds about 15,000 bitcoins. The fund was established in July 2018 to protect user assets in qualifying security-related incidents.

At the end of January 2026, Binance announced that it would convert about $1 billion in stablecoin reserves in the fund into bitcoin, and completed the conversion on February 12, 2026. After the final purchase of 4,545 bitcoins, its holdings reached 15,000 bitcoins; at the time, valued at about $67,000 per bitcoin, they were worth about $1.005 billion. Binance said that if the fund’s market value falls below $800 million due to bitcoin price fluctuations, it will be replenished to $1 billion.

SAFU is accumulated from a certain percentage of trading fees and has historically been used to cover user losses caused by exchange security incidents. After the full conversion into bitcoin in February 2026, the fund’s market value is directly linked to the price of bitcoin. Binance also disclosed the relevant wallet address, making the holdings independently verifiable on-chain.

Part of the fund’s money is currently also used as part of the regulatory capital reserve of the Abu Dhabi Global Market (ADGM), held by a regulated custody entity. This arrangement gives SAFU both user-protection and partial regulatory-capital functions.

The observation metric is whether the SAFU wallet’s on-chain balance remains at about 15,000 bitcoins, and whether bitcoin price fluctuations trigger Binance’s promised replenishment mechanism.

  1. A user protection fund denominated in bitcoin changes in coverage capacity as the price of bitcoin fluctuates, rather than maintaining a fixed dollar value.

  2. Once an exchange publicly discloses the wallet address of a protection fund, the size of its holdings can be independently verified through on-chain data, without relying on a single party’s statement.
