Circle Obtains Limited Purpose Trust License in New York to Strengthen USDC Regulation

Circle announced that the New York State Department of Financial Services has granted its subsidiary Circle Internet Trust Company LLC a limited purpose trust license, which will further strengthen the regulatory foundation for the company and USDC.

Circle stated that this move reflects its commitment to safety, transparency, and compliance standards; in 2015, Circle became the first company to obtain a BitLicense in New York and has established a long-term regulatory relationship with the agency. Co-founder, Chairman, and CEO Jeremy Allaire stated that obtaining this license has been a long-term goal for the company, placing USDC within a strong and recognized regulatory framework.

This event-driven enhancement of the regulatory status of stablecoin issuers concentrates resources towards compliant trust structures, benefiting USDC and Circle, while putting pressure on competitors lacking equivalent state-level trust licenses.

Since obtaining its first BitLicense in 2015, Circle has been advancing its multi-state and federal regulatory framework, recently receiving final approval from the OCC for a national trust bank, and this New York trust license creates dual coverage at the state and federal levels.

This license allows the subsidiary to engage in custody and trust-related activities, with capital pathways lowering institutional adoption thresholds through regulatory clarity, motivated by positioning USDC as a core infrastructure for the global digital dollar and supporting subsequent reserve management and custody service expansions.

Similar trust license pathways have been adopted by Coinbase Custody, BitGo, and Paxos, with the current stablecoin industry transitioning from money transmission licenses to a banking-style trust framework.

This essentially represents a regulatory change: embedding within the traditional banking legal system through a limited purpose trust license, mechanism-wise enhancing compliance barriers with state-level standards, allowing regulated stablecoins to gain priority in institutional capital inflows.
