1. The first issue is to distinguish clearly between the “founder” and the current controller. Times Higher Education was not created by an individual entrepreneur and was never a founder-family-controlled media company. There are three separate layers of founding and control.

At the institutional level, today’s Times Higher Education, or THE, originated as the Times Higher Education Supplement, launched by Times Newspapers Ltd in 1971. Its first issue appeared in October 1971. It is therefore misleading to describe THE as the personal start-up of a private entrepreneur; it was originally a specialist vertical publication incubated inside the Times newspaper organisation.

At the individual level, the person closest to a conventional “founder” was Brian MacArthur, THE’s launch editor. MacArthur was then education correspondent at The Times. Editor-in-chief Sir Denis Hamilton commissioned him to build the new title from scratch and made him its first editor.

At the ownership level today, THE is controlled by British mid-market private equity firm Inflexion Private Equity. Inflexion acquired THE from TPG Capital in 2019 and carved it out of Tes Global, making THE a standalone business for the first time. Official announcements in 2025 continued to describe THE as operating under Inflexion ownership, and Inflexion’s 2026 website continues to list THE as a portfolio company.

The most useful description is therefore: THE evolved from a specialist media brand into a rankings and data platform and, ultimately, into a private-equity-controlled vertical information-services company.

2. Brian MacArthur’s family background, upbringing and education help explain the origins of the institution.

Brian Roger MacArthur was born on 5 February 1940 in Chelmsford, Essex, and died on 24 March 2019 at the age of 79. He was an only child. His father, Sylvestor MacArthur, was an education officer, while his mother was Marjorie, née Wybrow. He therefore did not emerge from a newspaper-owning or business dynasty; he grew up in a family directly connected with the public education system.

From the age of seven, MacArthur boarded at Brentwood School. When he was 13, the family moved to Ellesmere Port in Cheshire, after which he attended Helsby Grammar School. As a teenager he began broadcasting cricket and football on hospital radio, exposing him very early to public communication, real-time reporting and audience awareness.

He later attended the University of Leeds, where he became news editor of the student newspaper. Authoritative obituary material records that he left Leeds in 1962, but does not clearly establish his degree subject and precise qualification. Public information is limited / cannot currently be confirmed.

It is reasonable to infer that having an education-officer father, attending grammar school and university, and then becoming an education correspondent gave MacArthur an unusually early understanding of British educational institutions and policymaking. That is an inference from his career, rather than a documented autobiographical explanation.

3. MacArthur did not suddenly become a media entrepreneur; he followed a conventional but unusually strong British journalism career path.

After leaving university in 1962, he joined the Yorkshire Post, then worked at the Daily Mail from 1964 to 1966, The Guardian from 1966 to 1967, and The Times from 1967, where he became education correspondent.

That background explains why the new THES quickly became embedded in the British higher-education establishment. Before launching it, MacArthur already knew vice-chancellors, university administrators, government officials and registrars through his work at The Times. He later acknowledged that some colleagues thought him too close to vice-chancellors, while he described himself fundamentally as a reporter rather than a commentator and placed a premium on obtaining news from ministers and institutional insiders.

THE’s earliest strategic asset was therefore not an algorithm or database. It was a network of trusted sources and an informational position inside the university-government-administration system. Decades later, that institutional trust would be transformed into rankings, data and commercial services.

4. The immediate reason for launching THES in 1971 was surprisingly commercial and defensive.

THE’s own historical account says that Macmillan, publisher of Nature, was preparing a higher-education paper called Senate. Times Newspapers feared it could take advertising business away from the profitable Times Educational Supplement. It responded by launching the Times Higher Education Supplement.

THE was thus born from a combination of editorial purpose and commercial defence.

Sir Denis Hamilton gave MacArthur six staff, six months to prepare the publication and three years to make it profitable. MacArthur later described the basic launch formula as building an audience and then attracting enough advertising to sustain the product. During his five years as editor, THES achieved substantial sales success.

Its editorial architecture was also deliberate. Instead of using generalists, MacArthur assigned separate correspondents to universities, colleges of education and polytechnics, as well as to arts, social sciences and science. At a time when British higher education was expanding and polytechnics were building new institutional identities, THES became a shared forum for the sector.

A revealing early incident occurred with the 1972 James Report. MacArthur published the report in full, provoking a copyright complaint from HMSO, but sales of the issue soared. The episode foreshadowed an enduring THE strategy: not merely reporting on higher education, but becoming a source of documents, rankings and data that the sector itself needed to consult.

5. THE’s ownership history is essential to understanding its modern commercial orientation. For more than two decades it has passed through successive private equity owners.

For its first decades, THES remained inside the Times Newspapers/News International system. The decisive capital-market shift came in 2005.

That year, Exponent Private Equity acquired TSL Education from News International. TSL owned both the Times Educational Supplement and Times Higher Education Supplement. Exponent’s official announcement put the transaction value for the entire TSL group at £235 million; that should not be mistaken for a standalone valuation of THE.

In 2007, Charterhouse Capital Partners acquired TSL Education from Exponent for an undisclosed amount.

In 2013, TPG Capital acquired TSL Education from Charterhouse. Reuters reported, citing people familiar with the transaction, that the deal was worth approximately £400 million. Digital sales and the expansion of the online network were important parts of the growth thesis.

TSL subsequently evolved into Tes Global. At the beginning of 2019, Providence Equity Partners agreed to acquire Tes Global, but THE was excluded from that transaction, with TPG preparing to sell it separately.

On 28 February 2019, Inflexion completed its acquisition of THE. THE was separated from Tes and became a standalone company for the first time. The acquisition price was not reliably disclosed publicly. Public information is limited / cannot currently be confirmed.

The ownership chain is therefore:

News International → Exponent → Charterhouse → TPG → Inflexion.

THE has, in effect, been treated as a professionally managed private-equity asset since 2005. Calling it a standard private equity fund asset is therefore broadly accurate, and this status predates Inflexion by many years.

6. The current controller is a fund structure, not a family. Inflexion itself was co-founded by Simon Turner and John Hartz.

Simon Turner and John Hartz founded Inflexion in 1999. Before establishing Inflexion, they had already co-founded Daiwa Europe’s Private Equity Group. Their relevance to THE comes from professional private equity, not from journalism or a media dynasty.

Turner holds an MA in Modern History from Oxford University and has more than three decades of private equity experience.

Hartz is a Chartered Accountant and holds a BSc (Hons) in Chemistry and Management Science from Imperial College London, together with an Associateship of the Royal College of Science.

Reliable public information about the two men’s dates of birth, parents and socioeconomic family backgrounds is sparse. Public information is limited / cannot currently be confirmed.

Inflexion’s 25th-anniversary materials in 2024 reported roughly £10 billion in assets under management, 117 companies backed historically, and investment strategies spanning majority buyouts, minority Partnership Capital and Enterprise investments. It also operates internal teams for M&A, internationalisation, digital transformation, commercial development, talent and ESG.

That framework closely matches what Inflexion has done with THE: international expansion, digitalisation, bolt-on acquisitions and cross-selling of a wider product portfolio, rather than simply owning a magazine.

Inflexion itself also has a minority strategic shareholder. In 2023, US GP-stakes investor Hunter Point Capital made what was described as a passive minority investment in Inflexion; financial press reports put the stake at around 10 per cent. That is an investment in the Inflexion management company, not direct ownership of THE.

The identities and precise economic interests of all limited partners whose capital ultimately supports the relevant Inflexion vehicle holding THE are not publicly transparent. Public information is limited / cannot currently be confirmed.

7. THE’s legal structure confirms that it is now a private-equity-owned corporate group rather than a single magazine.

Companies House records show that Bologna Topco Limited was incorporated on 14 January 2019 and remains an active private limited company. Its registered office is THE’s London address and its stated business activity is that of a holding company.

In THE’s Modern Slavery Statement for the financial year ended 31 December 2025, The World Universities Insights Limited and the companies in the Bologna Topco Limited group are collectively described as THE, confirming Bologna Topco’s place at the top of the operating group structure.

As of 2026, the Companies House PSC record for Bologna Topco states that there is no active registrable person or registrable relevant legal entity, while retaining a historic reference to Global Rankings LLP. It therefore cannot be used to reconstruct all of Inflexion’s underlying fund investors.

THE’s 2026 privacy policy identifies current group companies including THE World Universities Insights Limited, Data HE Limited, BMI GlobalEd Ltd, The Education World Forum Limited, World Forum Holdings Limited, THE WUR Inc, Inside Higher Ed Inc, C-Change Media LLC trading as Poets&Quants, THEWUR Singapore, Unijobs Global Pty Ltd and THE WUR Pty Ltd.

The present-day asset is consequently a multinational higher-education group spanning media, data, recruitment, consulting, student recruitment, events, policy networks and regional operating companies.

8. THE’s most important strategic transformation was converting media credibility into ranking authority, and then converting ranking authority into recurring B2B services.

The original THES depended mainly on circulation, subscriptions and advertising. MacArthur explicitly identified audience building and advertising as the foundation of profitability.

The structural transformation came with the World University Rankings.

THE began producing global university rankings in 2004, initially in partnership with QS. After the partnership ended, THE established an independent ranking system from 2010 onward. Rankings gradually moved from being one editorial product among many to becoming the infrastructure around which the global THE brand was built.

In 2014, THE began working with Elsevier, with Scopus supplying bibliometric data used in its ranking ecosystem. In 2024, that partnership was extended to 2030.

For its 2026 World University Rankings, THE uses 18 calibrated performance indicators grouped around teaching, research environment, research quality, industry and international outlook.

This changed the economics of the business. A trade publication sells content. An industry benchmark can also sell data access, benchmarking, competitive intelligence, reputation analysis, consulting, strategy services, marketing visibility and events.

THE’s modern commercial flywheel can therefore be described as:

Editorial trust → universities submit data → rankings create a global benchmark → the benchmark generates traffic and institutional attention → THE acquires university clients → those clients buy data, consulting, recruitment, marketing, student-recruitment and events services.

THE’s current product architecture and acquisition programme are consistent with this model.

9. Revenue today is much more diversified than magazine subscriptions.

THE currently markets Data & Insights, Consultancy, Hiring Solutions, Marketing & Advertising, Institutional Subscriptions, Student Recruitment, Campus+ and Events, while its digital ecosystem also includes News, Rankings, Students, Jobs and Business Education.

The first layer is still media monetisation through subscriptions, institutional access, advertising and recruitment advertising.

The second is data and information-services revenue, including access to ranking data, benchmarking, competitive analysis and reputation tools.

The third is consulting, strengthened by the acquisition of The Knowledge Partnership, which added strategy, marketing, branding and reputation capabilities for universities.

The fourth is recruitment, including THEunijobs/Unijobs and international higher-education employment services. THE’s own corporate history identifies the 2016 acquisition of Unijobs as an important milestone.

The fifth is international student recruitment and B2C traffic monetisation. THE has used partnerships such as SI-UK to connect student audiences with admissions services and later acquired BMI GlobalEd, which operates international student recruitment fairs and related institutional services.

The sixth is events and senior decision-maker networks, including global university summits, awards and the Education World Forum. THE describes EWF as the world’s largest gathering of education and skills ministers; in 2023 it hosted 120 ministers and delegations from 114 countries.

The seventh is business-education media and prospective-student audiences through the 2023 acquisition of Poets&Quants, a major information brand for prospective MBA and business-school students.

A detailed public breakdown of revenue by business line is unavailable. Public information is limited / cannot currently be confirmed.

10. Inflexion’s most visible strategy has been building THE as a platform through bolt-on acquisitions.

Inflexion itself says it has supported six acquisitions during its ownership of THE.

The Knowledge Partnership expanded strategic consulting, marketing and reputation advisory capabilities.

Inside Higher Ed, acquired in 2022, substantially increased THE’s US presence. Inflexion later disclosed that the acquisition added approximately 25 per cent to the existing business’s revenue and EBITDA, while the enlarged audience exceeded 50 million people annually.

BMI GlobalEd moved THE deeper into international student recruitment and education fairs.

dataHE added code-based, data-led market and admissions analytics for UK higher education.

Poets&Quants brought a dedicated MBA/business-school media and applicant audience.

Education World Forum extended THE’s network beyond universities into ministries and national education policymakers. THE announced the acquisition in May 2024 and records it as completed in its corporate history.

Together, the architecture is clear:

Content captures attention; rankings create authority; data creates scalable products; consulting raises revenue per client; recruitment and student services create transaction opportunities; events create relationships; acquisitions rapidly extend geography and customer categories.

That is closer to a vertical information-services and data-enabled services platform than to a conventional publishing group.

11. The decisive turning points in THE’s history were successive upgrades to its business model rather than individual pieces of journalism.

The first was the 1971 launch, which exploited the expansion and professionalisation of British higher education and created a specialist information market for universities, polytechnics and related institutions.

The second was the move into global university rankings. Rankings transformed THE from a British trade publication into a brand monitored by university leadership worldwide and created a standardised intellectual asset that could generate data products year after year.

The third was the shift into serial private-equity ownership after 2005, under which THE increasingly came to be valued and managed as a professional information business rather than simply as a journalistic supplement.

The fourth was Inflexion’s 2019 acquisition and the separation from Tes, giving THE its own capital-allocation strategy around rankings, data and global university clients.

The fifth was the post-2020 acquisition programme, which transformed the company from “media plus rankings” into a broader platform combining media, rankings, data, consulting, talent, admissions, events and policy networks.

A sixth symbolic turning point came in December 2024, when THE produced its final print magazine. The brand did not disappear; rather, the move demonstrated how completely its economic centre of gravity had shifted to digital content, databases, rankings and services.

12. THE’s outstanding achievement is that a British specialist supplement became part of the informational infrastructure of global higher education.

Inflexion currently describes THE as the world’s largest provider of university rankings and says it serves more than 3,000 clients globally, employs over 325 people, and operates across the UK, US, Australia and Singapore.

A separate 2025 Inflexion account said more than 4,900 universities from 143 countries voluntarily participated in THE rankings. THE’s own corporate materials also describe datasets containing millions of data points from thousands of institutions. These figures refer to different populations—clients, ranking participants and institutions represented in datasets—and should not be treated as interchangeable, but all illustrate the company’s global scale.

In 2024, THE received the UK King’s Award for Enterprise in International Trade, reflecting its transition from a domestic publication into an export-oriented global knowledge-services company.

Its assets can be separated conceptually into two groups.

Its hard commercial assets include corporate subsidiaries, databases, websites, subscriber relationships, client contracts, recruitment platforms, consulting operations, event businesses and acquired properties such as Inside Higher Ed, BMI, dataHE, Poets&Quants and Education World Forum.

Its harder-to-replicate influence assets include sustained attention from university leadership, global recognition of its rankings, network effects created by universities voluntarily supplying data, large student audiences searching rankings, and high-level relationships created through university summits and Education World Forum.

These intangible assets explain why a company descended from a print supplement can be valued according to information-services economics rather than conventional magazine economics.

13. THE’s greatest controversy is also a direct consequence of its success: it evaluates universities while increasingly selling services to those same institutions.

University rankings have long faced methodological criticism. THE’s current model uses 18 indicators and attempts to calibrate for research fields and other differences, but any system that compresses complex universities into aggregate scores must make choices concerning indicators, weights, reputation surveys, bibliometrics and institutional comparability.

The influential Research Policy paper by Saisana, d’Hombres and Saltelli, “Rickety numbers,” systematically questioned the volatility of university rankings and the risks of using them uncritically for policy purposes.

A 2024 Scientometrics study examining changes in THE rankings for universities in Central and Eastern Europe showed that expansion of the ranking population and the entry or exit of institutions can themselves influence rank positions. A year-to-year movement is therefore not necessarily equivalent to an equally large change in the underlying quality of a university.

The more sensitive issue is the appearance of commercial conflicts of interest.

Higher-education scholars Ellen Hazelkorn and Philip Altbach argued in 2024 that global university rankings have evolved into profit centres. They specifically discussed THE, QS and ShanghaiRanking as organisations that, in addition to rankings, sell consulting, big-data analysis, benchmarking and related services, creating ethical and conflict-of-interest questions that deserve scrutiny.

This goes directly to THE’s structure: universities are ranked by THE while some of those same institutions may also purchase THE data, consulting, marketing, recruitment, admissions and events services.

An important distinction must nevertheless be maintained:

The cited evidence supports the existence of a structural potential conflict. It does not demonstrate that THE manipulates rankings in favour of paying clients. The reliable sources reviewed here do not establish a “pay for ranking” system or systematic ranking manipulation.

The most accurate description is therefore a structural tension between commercialisation and evaluative credibility, not a proven ranking-corruption scandal.

14. Brian MacArthur’s own career also contained significant failures and controversies.

The first was the 1983 Sunday Times Hitler Diaries affair. MacArthur was deputy editor of the Sunday Times and was consequently associated with one of the most notorious mistakes in modern British journalism. Yet the Guardian obituary records an important qualification: after historian Hugh Trevor-Roper reversed his view of the diaries’ authenticity before publication, MacArthur contacted Rupert Murdoch and recommended stopping the presses. Murdoch declined. The evidence therefore places MacArthur inside the decision chain but does not support attributing the ultimate decision to proceed simply to him.

The second was the launch of the national newspaper Today in 1986. Working with newspaper entrepreneur Eddy Shah, MacArthur sought to use computer technology, colour printing and a non-traditional production model to disrupt British newspapers. As founding editor, however, he presided over a disastrous launch marked by inadequate preparation, internal conflict, insufficient readership and losses running into millions of pounds. Shah was forced to sell the newspaper to Lonrho, and MacArthur left after roughly a year.

These failures make his career more revealing. He was not simply a cautious editor of a successful specialist publication; he repeatedly participated in high-risk newspaper innovation. THES was one of his most successful launches, while Today showed the danger of technological innovation without sufficient market validation and operational preparation.

15. From a private-equity perspective, Inflexion’s ownership of THE is close to a textbook high-quality vertical information-services investment.

Since acquiring THE in 2019, Inflexion has pursued digitalisation, international expansion and bolt-on M&A rather than relying solely on cost-cutting in the legacy print product. The Inside Higher Ed acquisition alone was publicly credited with adding roughly 25 per cent to revenue and EBITDA, while the other acquisitions expanded consulting, data, recruitment, business-education audiences and government networks.

The attraction to private equity can be inferred from the economics of the business.

THE has a globally recognised brand without being wholly dependent on general-news advertising.

Universities can buy data and services repeatedly, giving parts of the business recurring-revenue characteristics.

Rankings naturally generate search traffic.

Institutional data submissions create a data asset and network effect.

The same university customer base can be cross-sold data, consulting, recruitment, marketing, events and student-recruitment products.

The fragmented international higher-education market creates opportunities for further bolt-on acquisitions.

The brand and database are relatively asset-light and potentially scalable.

These observations are an analytical interpretation of THE’s product portfolio and Inflexion’s documented actions, rather than a verbatim statement of Inflexion’s investment case.

16. By 2024 there were clear signals of a potential private-equity exit, but as of September 2026 a reported sale process should not be confused with a completed transaction.

In April 2024, Mergermarket reported that Inflexion was considering a sale of THE. The report suggested FY2024 EBITDA of approximately £15 million to £20 million and referred to then-CEO Paul Howarth having previously put 2023 revenue at roughly £60 million. These should be treated as transaction-market figures rather than a full public segmental audit.

In August 2024, The Times reported that a possible valuation could be around £270 million to £360 million, with expected earnings of up to approximately £18 million and Harris Williams engaged in connection with the process. Using the £18 million figure implies a rough valuation expectation of about 15–20 times EBITDA, but that was an indicative market valuation, not a completed sale price.

The crucial point is that subsequent official material continued to identify Inflexion as the owner.

When John Gill was appointed CEO in March 2025, THE explicitly described itself as under Inflexion ownership. The same was true when Iain Evans became chairman in July 2025, and Inflexion’s 2026 portfolio website still lists THE as an active portfolio company.

The most defensible conclusion as of 1 September 2026 is therefore:

Inflexion explored an exit and an indicative valuation range was reported, but no reliable public evidence establishes that a sale was completed. THE should still be regarded as an Inflexion-controlled asset.

17. Current management illustrates the transition from an editor-led magazine to a professionally managed information company combining editorial and data expertise.

John Gill became CEO in March 2025, succeeding Paul Howarth. Gill joined THE in 2007 and served as editor from 2012, making him a rare example of a long-serving editorial leader moving directly into the chief executive role of the broader company.

Iain Evans became chairman in July 2025, succeeding Chris Stibbs. Evans is a co-founder and chairman emeritus of LEK Consulting, had served on THE’s board since 2019, and had a much longer advisory relationship with the company.

Companies House records in 2026 continue to show John Gill as a director of key Bologna group entities. Long-time THE rankings figure Philip Baty also joined the Bologna Topco board in December 2025.

Modern governance therefore combines three forces:

Inflexion’s capital governance; professional board-level strategic oversight; and deep sector expertise represented by long-standing THE figures such as Gill and Baty.

That is materially more complex than the traditional model of a newspaper proprietor personally controlling the publication.

18. The final assessment is that THE’s true asset is no longer a publication called Times Higher Education. Its real position is at the intersection of evaluation, information, decision-making and transactions in global higher education.

In 1971, it addressed a relatively simple problem: British higher education needed a specialist publication of its own.

After 2004, it addressed another: universities around the world wanted to be compared and ranked.

During the 2010s, it increasingly addressed: how universities could use data to understand their competitive position.

Under Inflexion, the business extended still further: once institutions understand their position, how can they improve strategy, reputation, recruitment, internationalisation, staffing and external relationships?

The most accurate description of THE today is therefore:

a global higher-education vertical information-services company + ranking organisation + data platform + consultancy + recruitment and student-recruitment platform + specialist media network + international events and policy-relations network.

Its greatest achievement has been converting more than half a century of editorial credibility into ranking authority, ranking authority into a data network and global audience, and those intangible assets into scalable commercial products that support international expansion, cross-selling and acquisition-led growth.

Its greatest long-term vulnerability arises from exactly the same transformation. As the roles of evaluator, journalist, consultant, data provider, marketing partner and commercial service provider increasingly coexist within one corporate group, THE has to keep demonstrating that commercial growth does not compromise the credibility of its rankings or journalism. The most important debate around the company is therefore not a conventional founder scandal, but a deeper question: how far can authority be commercialised before commercialisation begins to undermine the authority on which the business depends?

From a capital-markets perspective, the evolution is unusually clear:

1971: specialist supplement → professional media brand → global ranking brand → proprietary data asset → B2B information services → acquisition platform → private-equity-owned global vertical information asset.

That is Times Higher Education’s real position in the world today.
