Binance founder Changpeng Zhao shared a clip from Vietnam National Television, simply stating "Promote crypto adoption." The clip, lasting about two seconds, features the VTV logo, with nameplates showing Changpeng Zhao and Binance.

He was seated at table number 5. The nameplate on the left only showed "Mr. R" and "DOW," while the right side had Mr. Doug Monticci. The clip was described as footage of General Secretary and President Tô Lâm meeting with American business leaders in New York. Zhao did not mention the meeting participants or the topics discussed.

The English version from the Vietnam News Agency placed this visit during the general debate and bilateral activities of the 81st United Nations General Assembly. On the afternoon of September 21, Tô Lâm met with Warburg Pincus Chairman Chip Kaye, Boeing Global President Brendan Nelson, and Apple Executive Chairman Tim Cook in New York, discussing investment, aviation, and technology. On the afternoon of September 23, he met with SpaceX President and COO Gwynne Shotwell and Murphy Oil Chairman and CEO Eric Hambly.

On the same day, there was also a U.S. business roundtable co-hosted by the U.S. Chamber of Commerce, the U.S.-ASEAN Business Council, and Vietnamese institutions. Discussion groups included technology and industrial competitiveness, energy transition and infrastructure, capital markets and high-quality investment. Tô Lâm proposed three cooperation lines, prioritizing technology, innovation, and digitalization as growth drivers, and witnessed signings in digital transformation, high-tech, artificial intelligence, aviation, green energy, healthcare, and telecommunications. Binance was not mentioned among the bilateral partners in the public release.

What can be confirmed is that Zhao appeared at this table in the broadcast clip as a representative of Binance. No agreements, licenses, or investment amounts can be inferred from the two-second footage. On September 23, he tweeted about being on a business trip, attending back-to-back meetings, and promoting crypto adoption. On October 2, he reposted the same statement alongside the VTV clip.

This is not an announcement for listing. The buyer is the exchange founder appearing in the corporate meeting footage on national television; the seller is the Vietnamese delegation meeting in New York according to technology, aviation, and energy schedules. The event was driven by the recognition of the footage, with no money changing hands. The beneficiary is Binance, which framed "promoting adoption" as a narrative in a national context; the pressure is on the official agenda that did not include crypto companies but was altered by the two-second nameplate. No agreements have yet emerged.
