Flock Safety is promoting a "drone as first responder" system to police departments: rooftop nests automatically or with one click take off after a 911 call, with an average arrival time of about 86 seconds, and approximately 78% of the time arriving before patrol cars, with about one-fifth of calls resolved without deploying ground officers.

The product line primarily includes the Aerodome software acquired in 2024 and the self-developed Alpha model. The Alpha has a claimed speed of 60 mph, an altitude of about 400 feet, a single nest covering about 50 square miles, optical zoom capable of reading license plates from about 2000 feet away, and features thermal imaging and night vision. The nest can automatically change batteries, claiming a re-launch time of about 90 seconds. Trigger sources include 911 coordinates, license plate recognition hits, and gunshot detection.

Flock911 pushes call audio, transcripts, and location to the pilot before entering into computer-aided dispatch, creating what is called "negative response time." In a two-month pilot in Fort Worth, there were 162 deployments, with an average arrival time of 112 seconds, 47% arriving first, and 11 instances where no patrol car was dispatched. Everett stated that drones take about 90 seconds, while patrol cars take about four minutes. In Montgomery County, a study of 652 deployments found drones had a median time of 4.6 minutes, while patrol cars took 12.3 minutes, with about 19.5% deemed unnecessary for on-site response.

The company told the media that it has over 200 DFR clients, including police departments and private entities, and is expanding production of U.S.-assembled drones in Georgia. Roadside license plate cameras still cover thousands of communities, and drones are reported as the fastest-growing business. The Federal Aviation Administration has issued beyond visual line of sight and observer waivers to some cities, allowing multiple nests to cover entire cities.

Competitors include Skydio, BRINC, etc., while privacy controversies are emerging in the market: aerial license plates and views into yards, rooftops, and windows. Some departments stipulate that they only respond to active calls, that cameras must be directed towards the horizon while in transit, that footage not used is deleted after about 30 days, and that facial recognition is not used.

In market mechanics, the buyers are municipal police departments with tight budgets looking to shorten response times and reduce the escalation of force, while the sellers are private platforms that integrate camera networks, gunshot sensors, and nest subscriptions into one system; funding flows from municipal contracts to nests, pilots, and cloud evidence databases. Beneficiaries are police departments and suppliers that can demonstrate performance by "seeing first and then deploying," while the pressured parties are airspace, privacy regulations, and communities unwilling to have their yards monitored by automated cameras. The driving events stem from 911 delays and officer shortages, rather than new aviation breakthroughs.
