Trump views the CLARITY Act as key to maintaining U.S. leadership in emerging technologies. The core of the bill is to delineate the regulatory boundaries between the SEC and CFTC for the digital asset market, but it has not yet completed Senate review and final coordination between the two chambers, and cannot be considered an effective regulatory framework.
