CME Group has withdrawn the registration for the proposed 10-barrel WTI crude oil futures contract, pausing the listing of this all-weather contract. Chairman and CEO Terry Duffy stated that core industry participants are concerned that introducing 24/7 trading in the energy market before completing due diligence could lead to unintended consequences and increase market risks.

The contract is designed for 1 lot of 10 barrels, one-tenth the size of the existing Micro WTI, cash-settled, and was originally planned for launch on August 30, with continuous trading over weekends and holidays, allowing only limited system maintenance windows. Standard WTI is 1,000 barrels, and Micro WTI is 100 barrels. CME intended to provide a regulated alternative under U.S. jurisdiction, overseen by the CFTC, to compete with domestic forecast market contracts that trade continuously over-the-counter, as well as offshore perpetual contracts accessible to U.S. participants via virtual private networks.

On June 11, CME announced this plan, alongside a proposal to extend 1-ounce gold futures to all-weather trading. On June 22, the CFTC publicly solicited opinions on 24/7 trading and perpetual contracts in the energy sector, with up to 67 questions, focusing on whether weekend liquidity would be sufficient to form prices that are not easily manipulated, whether prices formed by small contracts during the benchmark contract's off-hours would adversely affect WTI, and the risk of negative oil prices. On July 8, the New York Mercantile Exchange submitted the 10-barrel contract via self-certification, but on July 9, the CFTC halted the listing based on its rules. Chairman Michael Selig stated that this move was untimely and indicated that there would not be a one-size-fits-all approach to 24/7 trading.

The American Petroleum Institute pointed out in a letter that continuous trading would complicate weekend scheduling, making commercial hedging more complex, and trigger margin and collateral requirements outside regular hours. BP expressed similar concerns. Traders worry that thin weekend liquidity could distort WTI, the global benchmark. Selig had previously met with executives from energy companies such as Shell, Vitol, BP, and ExxonMobil. The CFTC also retains the review of another 45-day application.

Duffy stated in a statement on October 2 that CME originally hoped to provide a safer and more transparent regulatory alternative, but after thorough communication with industry participants, decided to withdraw the registration. He urged the CFTC to correct unfair competition, restore equal rules in the U.S. derivatives market, and ensure that all products comply with the core principles of the Commodity Exchange Act. This withdrawal only affects the 10-barrel crude oil contract and does not change the existing trading hours for WTI and Micro WTI.

This is a product withdrawal driven by events, not a closure of existing long or short positions in crude oil. Buyers would have been retail and small-scale speculative funds looking to adjust their positions upon the news, while sellers and resistance came from commercial hedgers, market makers, and clearing members: prices under thin weekend liquidity could transmit to the 1,000-barrel benchmark contract and over-the-counter, physical contracts when trading resumes on Monday. Beneficiaries are refiners, traders, and producers who prefer benchmark pricing to remain within traditional hours; those under pressure are forecast markets and offshore perpetual platforms that have already attracted retail flow around the clock, as well as new fee sources that CME has yet to implement.

In September, CME's average daily trading volume reached a record 31.8 million contracts, a year-on-year increase of 22%; energy's average daily trading volume was 3.1 million contracts, up 37% year-on-year, with Micro WTI averaging 240,000 contracts daily, a year-on-year increase of 376%. The all-weather small contract was not launched, so this incremental volume remains within the existing time slots of micro contracts.
