Becerra Advocates Treasury Intervention to Lower U.S. Treasury Yields

U.S. Treasury Secretary Scott Becerra is advocating for the Treasury to adopt more interventionist measures to lower interest rates and reshape the federal government's role in the U.S. Treasury market. This move pushes the Treasury from traditional debt management further towards actively influencing the pricing of the world's most important bond market.

This week, the Treasury announced it will at least double the repurchase of 10- to 30-year Treasury bonds, increasing from about $2 billion per auction to $4 billion or more, to boost demand and lower long-term yields. The yield on 30-year Treasury bonds had fallen from a nearly 20-year high but has since partially rebounded.

Becerra stated that current yields do not reflect fundamentals, and the intervention serves as a signaling mechanism, suggesting that the repurchase scale could be further expanded. He also mentioned strengthening fiscal consolidation, believing that the U.S. government deficit may be nearing its peak.

Analysts pointed out that the scale of this move is relatively limited compared to the $32 trillion Treasury market, and market reactions have been brief, with investors concerned that debt burdens and inflation continue to dominate pricing. Becerra is seen as one of the most actively interventionist Treasury Secretaries in decades.

This operation occurs against a backdrop of rising Treasury yields and a debt level exceeding $40 trillion.

From a market mechanism perspective, the Treasury's active buying boosts long-term Treasury demand and temporarily lowers yields; funds shift from high-yield bonds to other assets, driven by policy intervention, benefiting investors holding long-term Treasuries and borrowers seeking lower borrowing costs, while the free pricing mechanism of the bond market is under pressure.
