Oxford Economics released the 2026 Global City Index, ranking Seattle fourth among 1,000 major cities with a score of 92.8, following New York, London, and Paris, and ahead of San Francisco, Dublin, Boston, San Jose, Tokyo, and Zurich. The top three remain the same as last year, with eight of the top ten unchanged.

The index scores cities based on five criteria: economy, human capital, quality of life, environment, and governance. Seattle's economy scored 89.8, ranking fourth globally, with environment at 88.1 and quality of life at 85.9 in the top 5%; however, human capital at 70.3 is significantly lower than London’s perfect score of 100 and New York’s 89.5. New York scored 100 in both overall and economic categories, London 98.8, and Paris 93.4 with a quality of life score of 88.1. The U.S. holds five spots in the top ten and about 30 in the top 100; Europe and North America together account for 78 of the top 100.

The rankings measure structural performance and trends, not tourism votes. Seattle's score benefits from tech jobs, high-income labor, and environment, while its human capital score reveals that it lacks the global financial labor pool of New York and the density of international students and professional services found in London. The BBC noted Seattle Art Museum and grunge history in quality of life, but the index itself is based on the five weighted criteria. San Francisco follows closely with a score of 91.9 and an economy score of 89.5, indicating that the two tech cities on the West Coast are in the same tier, with differences in environment and quality of life scores.

The list is utilized by businesses for site selection, talent migration, and municipal promotion. High scores reduce the justification costs for headquarters and R&D centers, and provide counter-material for housing prices and congestion. Beneficiaries include city governments and employers who can highlight "global fourth" in their promotional materials, while the pressure falls on housing supply to meet the expectations of incoming residents. Capital does not move directly due to a single index, but salary budgets and office renewals will reference the same table.
