This essentially represents a regulatory change-driven restructuring of the industry chain: visa and residency rules directly alter the flow of talent and tuition, with the mechanism being that as administrative barriers rise, global students vote with their feet, choosing lower-cost and more stable policy alternative destinations, weakening U.S. universities' front-end advantages in research and innovation chains.
