Binance Pay has launched cryptocurrency payments at PayPay加盟店 across Japan, targeting eligible inbound travelers, while merchants still receive payments in yen.

The process utilizes the HIVEX interconnection framework: users can pay with over 100 types of cryptocurrencies in their Binance accounts, with USDT serving as the settlement layer, and HIVEX facilitating yen settlements with PayPay for merchants. Binance claims this is the first cryptocurrency payment service integrated with PayPay merchants via HIVEX. Stores do not need to set up anything extra; users can pay by scanning the store code or showing the app payment code, and there are no on-chain gas fees for checkout. PayPay's announcement specifies that this capability is automatically granted to offline merchants that have signed with HIVEX and support user scanning or store scanning, excluding those that only accept cash.

The usage scope is intentionally limited. The target audience is inbound travelers who have completed identity verification on binance.com and are from over 100 countries and regions covered by Binance Pay; Japanese residents and Binance Japan users are excluded. PayPay states it can reach approximately 48 million Binance Pay users (as of June 1). A launch promotional event offers a limited-time 10% instant discount, with limits and duration subject to app rules. Co-founder Yi He mentioned scenarios involving ramen shops and travel, while co-CEO Richard Teng confirmed the feature is live.

PayPay describes this as an expansion of inbound customer sources: HIVEX previously mainly connected overseas wallets in Asia, and this time it adds global cryptocurrency balance users. In August 2026, approximately 3.099 million inbound travelers are expected, with record numbers from 14 markets including South Korea, Malaysia, Italy, and Spain. PayPay already holds about 40% equity in Binance Japan as of 2025, and this marks the implementation of a payment channel following the equity relationship, not enabling cryptocurrency spending for local users.

In terms of fund flow, travelers spend their exchange balances, and store staff do not handle cryptocurrencies. The buyer is an inbound traveler who has completed KYC on Binance, while the seller is the PayPay offline network and the HIVEX settlement layer. The driving force behind this event comes from inbound consumption and stablecoin settlements, not from Japan fully opening up cryptocurrency payments for residents. Funds flow from the user's cryptocurrency balance, converted from USDT to yen for merchants; the beneficiaries are Binance's payment frequency and PayPay's inbound customer spending, while the compliance boundary is under pressure—residents are excluded, and the exchange rate and discount costs are borne by the payment chain rather than the merchants.
