Musk: Current Sales Limitations Are Due to Shanghai Gigafactory Capacity

Tesla CEO Elon Musk commented that the Model Y became the best-selling passenger car in China in March 2026 (with 39,800 registrations), surpassing all electric and fuel vehicles, achieved without the approval of the supervisory version of Full Self-Driving (FSD). The current limitation on sales is due to the capacity of the Shanghai Gigafactory.

Data confirms that Model Y sales lead the second place by nearly 9,000 units, despite its pricing being much higher than local low-cost competitors. FSD has only received partial approval in China, with full functionality expected to be available as early as the first quarter of next year.

This achievement's core lies in Tesla's structural advantages in software ecosystem and brand premium. The competition in China's low-cost EV market is fierce, but the Model Y demonstrates that a high-end positioning can be sustainable through OTA updates, data accumulation, and user stickiness, even with FSD features limited.

The capacity bottleneck exposes the rigid constraints of the supply chain. The Shanghai factory has an annual production capacity of over 950,000 units, but the surge in demand has exceeded expectations, indicating that the short-term sales ceiling is determined by production rather than market saturation. This also suggests that capacity expansion or new models will be key levers to unlock potential.

The delay in FSD approval reflects the tug-of-war between regulation and localization of technology. China's requirements for data localization and safety testing slow down deployment but also force Tesla to optimize local adaptability. Once unlocked, FSD will become a differentiated barrier, further widening the experiential gap with local competitors.

From a global competition perspective, the Chinese market validates the path of "software-defined vehicles": after hardware convergence, autonomous driving and ecosystem lock-in determine the outcome. This is not just a sales event but a turning point for the EV industry from a price war to a capability war.
