Two-seat Cybercabs designed by Tesla for Robotaxi have appeared on public roads in Austin without steering wheels, pedals, or passengers. Witnesses reported seeing a high-gloss gold vehicle driving empty at intersections.

This vehicle is not a Model Y with the steering wheel removed, but a dual-cabin designed from scratch: no steering column, no brake pedal, no accelerator, with seating on both sides for passengers and a main interface concentrated on the central control screen; the mass-produced body uses injection-molded high-gloss gold, eliminating the need for a paint shop on the production line. The Texas Gigafactory has already put the unmanned version into mass production this year, allowing empty vehicles to enter urban roads only after replacing early prototypes with temporary steering wheels with the mass production configuration.

Austin has previously operated Model Y Robotaxis without safety operators, and tracking data shows that approximately 170 recent trips monitored locally had no in-car supervisors. The number of active unmanned vehicles has jumped from about 28 across the market a few weeks ago. Texas has approximately 181 VINs related to autonomous driving registered. The Cybercab transfers the same visual FSD to hardware without human takeover, with emergency vehicle relocation now completed via virtual buttons on the central control screen, eliminating physical takeover points inside the vehicle.

At the company level, Cybercab has been integrated into the existing Robotaxi App reservation system, with an invitation-only launch event set in Austin, initially open to frequent passengers and employees, before mixing with the existing Model Y fleet. Dallas and Houston already have unmanned Model Y operations, and witnesses view the two-seat steering wheel-less models as the starting point for scaling the same software stack to dedicated chassis, rather than launching a new city pilot.

At the federal level, the NHTSA has proposed rules that would not require brake pedals for vehicles "driven solely by autonomous driving systems," making mass production without pedals no longer reliant on a one-time exemption; Texas has no city-by-city licensing like California, creating a regulatory gap that allows empty vehicles to hit the streets first. Tesla's public stance is that it has accumulated over 380,000 miles of unmanned driving across six cities without major accidents, still far smaller in scale than Waymo's commercialized fleet and mileage.

Who is buying, who is selling: The event is driven by the transition of Robotaxi capacity from modified Model Ys to dedicated two-seat cabins, with funding shifting from retail gross margins to the utilization of self-operated fleets; beneficiaries include the established Texas production line and the closed-loop visual FSD data, while competitors relying on safety operators or remote takeovers to spread costs are under pressure, as are insurance companies and regulators that must prove edge cases under conditions without physical takeovers. The appearance of empty vehicles on the streets itself is a supply signal, not a validated demand signal.

Public tracking still shows that the active unmanned fleet numbers in the dozens rather than the thousands. The short-term change after the Cybercab's addition is the single vehicle seating capacity and unit mileage hardware cost structure, not an immediate connection of the Texas triangle into a continuous capacity network.
