EU Orders Meta to Open WhatsApp for Competitor AI Assistants for Free

The European Commission has issued a temporary measure order to Meta, requiring it to restore free access to the WhatsApp Business API for competitor AI assistants (such as ChatGPT and Claude) during the antitrust investigation, to be executed within 5 working days.

This move targets Meta's previous policy of restricting third-party AI assistants, aiming to prevent the abuse of its dominant position in the rapidly evolving AI market. Meta has called this regulatory overreach and plans to appeal.

From a market mechanism perspective, the forced free access accelerates competition among multiple AI assistants within the WhatsApp ecosystem, shifting funds from Meta's closed ecosystem to open integrated platforms, while user attention and enterprise service demand become dispersed. Beneficiaries include AI providers like OpenAI and Anthropic, while Meta's monetization ability for WhatsApp is under pressure.

Meta previously adjusted its WhatsApp Business API policy to restrict third-party AI assistants in October 2025. This rare temporary measure from the EU (the first in 17 years) continues its tough regulatory path against major tech platforms, having previously used interim measures to prevent irreversible competitive harm in multiple cases.

From a capital perspective, the EU is using regulatory tools to force Meta to open key interfaces. Although this move may temporarily reduce the stickiness of Meta's ecosystem, it provides low-cost distribution channels for competitors like OpenAI, while also stimulating overall expansion in the WhatsApp enterprise service market and multi-API integration investments.

Similar to previous EU measures against Apple and Google, US tech giants are currently in a control phase transitioning from closed platforms to regulatory-mandated interoperability, accelerating the penetration of AI assistants in mainstream communication tools through this order.

Essentially, this represents a shift in regulation and capital concentration: the forced free opening of the WhatsApp interface directly breaks Meta's closed barriers, accelerating the concentration of AI capital from single platform control to a multi-assistant open ecosystem through antitrust intervention, reshaping the pricing power and competitive structure of the instant messaging and AI integration market.

The more closed the platform, the greater the regulatory open leverage.
The faster the temporary measures, the more irreversible competitive harm is prevented.
The more mandatory the free interface, the faster the expansion of the multi-AI ecosystem.
