New York and Los Angeles School Districts Ban Generative AI on the Same Day

On September 2, the two largest public school districts in the U.S. — the New York City Department of Education and the Los Angeles Unified School District (LAUSD) — announced restrictions on the use of generative AI on campuses, marking an expansion of the "pause movement" against AI in classrooms across American schools.

The New York City Department of Education announced that starting from the 2026-2027 school year, all generative AI software and companion chatbots will be banned for students in grades K-8. This ban affects approximately 600,000 students, accounting for two-thirds of the total student population in New York City public schools. The policy also stipulates that in high schools, a maximum of 50,000 students (about 5% of high school students) and up to five classes per school may participate in a pilot program using strictly vetted AI tools, including Quill (English), Edia (Math), Brisk Teaching (teacher-guided), Playlab (bias recognition), and Intel's "AI Ready Schools" project (project-based learning).

The policy also imposes limits on screen time, restricting one-on-one screen time for K-2 students, recommending no more than 30 minutes per day for grades 3-5, and no more than 45 minutes per day for grades 6-8. Teachers may still use AI for lesson preparation and administrative tasks, and AI applications needed for students with disabilities and multilingual learners, as well as in career preparation programs, are not included in the ban. New York City Mayor Adams stated, "Children need teachers and human connections," while Education Director Samuels indicated that this move is to "set barriers to protect the human connections, curiosity, and creativity that help children grow."

On the same day, the second-largest school district in the U.S., LAUSD, announced a one-year pause on the use of generative AI on district devices, affecting approximately 378,000 students, a decision that reportedly surprised some school officials.

Reports indicate that New York City's ban is actually a reversal of policy direction — the city had previously followed Los Angeles in banning access to ChatGPT in January 2023, then embraced ChatGPT in May 2023, and proposed a more lenient "traffic light grading" system in March 2026, only to tighten it again to a comprehensive ban covering K-8. The report also mentioned that school districts in Seattle, Baltimore, and Oakland had attempted to ban ChatGPT between 2022 and 2023, but most ultimately rescinded their bans.

The report noted a grassroots parent advocacy movement — including the New York "AI Moratorium Coalition" — has been pushing for stricter AI restrictions in school districts, citing risks to adolescent mental health. Previously, the American Federation of Teachers had also called for schools to tighten management of AI chatbots and screen time.

From an industry impact perspective, the combined coverage of nearly one million students in New York and Los Angeles school districts represents a core market for U.S. edtech companies. The simultaneous tightening of policies means that the potential market space for generative AI applications and "AI companion chatbot" products aimed at K-12 students is directly compressed, forcing related edtech companies to shift their product distribution and commercialization paths from "student-facing" to "teacher-focused instructional tools," a relatively limited but still permitted niche. Meanwhile, vendors like Quill, Edia, Brisk Teaching, Playlab, and Intel, which are allowed to enter the pilot list, will gain early access to leading school districts, accelerating the concentration of industry resources towards a few approved "whitelist" vendors.

Currently, the U.S. K-12 edtech industry is transitioning from "wild penetration of technological tools into classrooms" to a regulatory tightening phase led by school districts and unions that redefines access boundaries.

Essentially, this represents a "regulatory change" — at the mechanism level, the power to determine whether edtech companies can reach student users is shifting from a previously decentralized procurement model decided by individual schools or teachers to the administrative level of school district education departments. Parent advocacy organizations and teachers' unions have played a key role in pushing for tighter regulation in this process, which means that the future commercialization paths for edtech companies will increasingly depend on whether they can pass compliance reviews at the school district level, rather than solely relying on the technical capabilities of their products or market promotion.
