The U.S. Treasury announced a cash management repurchase: operations will take place from 1:40 PM to 2:00 PM Eastern Time on September 3, 2026, with a maximum purchase of $12.5 billion in nominal securities, settling on September 4.

The target is securities with maturities ranging from approximately 1 month to 2 years, with the initial repurchase maturity range from October 15, 2026, to August 31, 2028, and a minimum bid unit of $1 million. A preview will be released on the morning of September 2, with a final list of eligible securities to be issued separately. The last similar short-term operation was on August 6 with a limit of $4 billion, where dealers quoted $35.8 billion, and the Treasury bought the full $4 billion. This season also includes liquidity support repurchases, with the single transaction limit for 10 to 30-year securities raised from $2 billion to at least $4 billion starting September 9, until November 4. Repurchases generally do not reduce the total debt, and the repurchased securities are usually replaced by newly issued ones. This quarter also plans for a maximum of $38 billion in liquidity support purchases and $25 billion in short-term cash management purchases.

The $12.5 billion is a limit, not a guarantee of execution. If bids are too high, the full amount may not be purchased. Cash will flow from the Treasury's general account to primary dealers delivering old securities.

Large short-term repurchases improve the liquidity and maturity distribution of securities, differing from the parallel operations in the long end where "liquidity is very poor." Net borrowing and TGA cash targets will still follow the refinancing statement.

In market mechanics, sellers are dealers holding old securities maturing in 2027 to 2028, willing to sell at the Treasury's price, while buyers are the Treasury's cash. The driver is the release of the preview, which is routine but amplifies cash management. Funds are exchanged for short-term securities, while long-term supply and demand are discussed separately. Beneficiaries are market makers entering the bidding window, while those under pressure are accounts that need to free up cash for auctions on the same day, as well as positions misinterpreting the repurchase as quantitative easing.
