U.S. Secretary of Defense Pete Hegseth announced the launch of Project Meridian during a "Force Status" speech at the Marine Corps Base Quantico in Virginia. The project will be co-led by Elon Musk, Palmer Luckey, and Newt Gingrich to identify capabilities, technologies, and weapons that may be needed for future warfare.

The project is coordinated by Pentagon Chief Technology Officer Emil Michael, with the three serving as joint leaders, and personnel drawn from government, industry, academia, and policy circles. The timeline is 120 days, with a demand to "ruthlessly" outline the domains of warfare, operational theaters, and technology trajectories, ultimately releasing a non-classified report with classified attachments. Hegseth stated that this is not about rewriting strategy or policy, but about identifying the domains that must be secured and the capabilities that must be mastered, ranging from underground to lunar space. The memorandum specifically mentions directions such as artificial intelligence, autonomous systems, directed energy, robotics, and biotechnology, and requires proposals for discovery, development, testing, and deployment pathways, aligning with the 2026 National Security Technology Strategy. After the speech, he met with the three in a secure facility about 200 yards from the podium.

Also announced was the establishment of a four-star Autonomous Warfare Command, expanding robotic, artificial intelligence, and drone operations across the military, claiming that the integration of drones with intelligent targeting represents the biggest battlefield change in a generation. Hegseth referred to the three as the best forecasters of future conflicts, emphasizing that the system cannot only generate questions and answers internally. All three were present at the event.

Musk's SpaceX has secured numerous military contracts, including a $4.16 billion contract for air threat tracking and targeting satellites for the Space Force, and a $2.29 billion contract for military satellite communications. Luckey's Anduril focuses on autonomous and semi-autonomous military systems, having previously received a maximum $642 million contract for counter-drone systems from the Marine Corps in 2025. Gingrich, a former Speaker of the House, has long discussed defense reform and space issues. Emil Michael is the Deputy Under Secretary of Research and Engineering and Chief Technology Officer, overseeing research prototype systems including DARPA and the Missile Defense Agency. This is one of six actions Hegseth announced at Quantico, with others including FORTRESS readiness, next-generation bases, and the Office of Religious Affairs.

In market mechanisms, what is being bought is the definition rights of future procurement lists, while what is being sold is a 120-day consulting research position, not immediate large orders. The event-driven aspect is tying the Autonomous Warfare Command and external evaluators together, allowing a new generation of defense companies to enter the demand generation layer. Funding will initially remain within existing contracts for SpaceX, Anduril, etc., but will flow towards the domains identified in the report in the medium term. Beneficiaries will be contractors already having products in satellites, autonomous systems, and counter-drone technologies; traditional prime contractors facing pressure will be those replacing platforms across generations and suppliers still bidding based on old demand documents.
