The industry is at a fork between coastal districts reducing usage and some southern states expanding literacy through standards. Prohibitions protect current classrooms, while standards compete for the default skills of the next decade.

The essence is a change in regulation combined with a shift in entry points. The mechanism is: when children inevitably encounter models, the state uses curriculum regulations to determine who first explains this in their classroom; those who write the standards decide whether "literacy" is skepticism, operation, or a combination of both, divided by age.
