The Trump administration has proposed a $5 billion investment in a new fund to repair Middle Eastern energy facilities damaged by the Iran conflict and reduce reliance on oil transport through the Strait of Hormuz.

The goal of the plan is to reach a total of $10 billion: the U.S. would contribute $5 billion and raise an equal $5 billion from eight partner countries: Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, Oman, Iraq, and Jordan. The fund is tentatively named the Partnership for Allied Trust and Construction (PACT) and is intended to be managed by the U.S. International Development Finance Corporation (DFC). The funds will be used for the reconstruction of pipelines, refineries, and export terminals, as well as alternative transport routes bypassing the Strait of Hormuz. The proposal is still under negotiation with multiple countries, and the terms are subject to change.

Reports characterize this move as a response to the war's impact on the global energy market, which has destroyed regional pipelines and refineries. Estimates from the Gulf side have placed the reconstruction costs for energy facilities between $30 billion and $50 billion, with an additional maximum of $8 billion for non-oil and gas infrastructure; there are also concerns that without arrangements for Iran, new pipelines could become missile targets. The U.S. Treasury had previously discussed using frozen Iranian assets to cover part of the Gulf losses.

The direct implication for the oil market is related to export routes, not new discovered reserves. Saudi Arabia's east-west pipeline and the UAE's pipeline to Fujairah are seen as immediate measures to reduce single points of failure in the Strait. The Strait of Hormuz typically handles about 20% of global oil flow, and after prolonged disruptions due to conflict, ports, pipelines, and railways have become focal points for Gulf sovereign funds to increase investments.

Buyers include contractors, pipeline operators, port groups, and large international oil companies betting on reconstruction contracts and alternative routes; sellers continue to price risk premiums on short-term crude positions affected by disruptions in the Strait. The event-driven strategy is clear: the White House is using seed funding to secure equal contributions from the Gulf, creating a manageable fund structure for post-war reconstruction. Beneficiaries will be the U.S. and European energy engineering chains that can secure reconstruction contracts; those under pressure will be the spot pricing still heavily tied to the passage rights in the Strait.

The $5 billion is just the initial funding. The market is trading on whether redundant pathways can be built with real money, rather than just declarations.
