The FEC file number is C00960070, with a registration date of August 27. It is classified as an independent segregated fund associated with the company and is designated as a lobbying registrant PAC. The associated entity is NVIDIA Corporation, located at Zanker Road, San Jose; the financial officer is Zeke Loretto, with Stewart Barber as the records custodian at the Washington office on New York Avenue. Bruce Andrews, the Chief External Affairs Officer, also serves as the Assistant Financial Officer, and the bank is JPMorgan Chase in New York. Funds do not come from the company treasury but are voluntarily contributed by eligible employees, with a limit of $5,000 per person per year; contributions can be made to both the Democratic and Republican parties, and financial activities must be disclosed to the FEC. Jensen Huang has met with administration officials and congressional members multiple times this year; the company donated $1 million to the Trump-Vance inauguration committee in January 2025. Personal donations from executives also exist: FEC records show that Gavin Sherry and Sundeep Madra donated a total of $443,000 to the Republican National Committee on June 24.

Employee emails outline the motivation behind the initiative. The company states that upcoming congressional legislation will directly impact the artificial intelligence industry and determine whether customers can access and use NVIDIA technology; policy focuses have shifted to AI regulation, chip exports, education, infrastructure, and labor. Previous policies on sales to China have seen fluctuations: the H20 was allowed to be sold to China with a 15% revenue share, while the higher-spec H200 was also discussed for a 25% revenue share. The company's bylaws previously stated that the corporate treasury would not directly donate to candidates, and personal political activities by employees must be conducted at their own expense; the PAC fills the gap of "what the company cannot give and candidates can receive."

From a market mechanism perspective, this is the monetization of regulatory risk, not a chip supply-demand event. The buyers are federal candidates and party committees in need of campaign cash, while the sellers are eligible employees willing to allocate $5,000 from their salaries. Funds flow from payroll accounts into NVPAC and then to campaign accounts, running parallel to the company's lobbying budget: lobbying buys legislative dialogue, while the PAC buys electoral relationships. Beneficiaries are the legislators who write export licenses and AI regulations into the agenda, while those under pressure are smaller chip and model companies that have not yet established PACs and can only rely on personal checks. Stock prices do not immediately reprice due to a Form 1; pricing power lies in licensing and regulatory texts, not in donation receipts.

In supplementary disclosures, NVIDIA employees' historical personal donations have primarily leaned towards the Democratic Party in previous cycles; this PAC explicitly states it can make bipartisan contributions. Jensen Huang's frequent interactions with the current administration give this employee fund a lobbying attribute from day one, rather than starting from grassroots fundraising.
