The Nevada Department of Transportation has approved a permit for Tesla's autonomous driving network, allowing it to deploy up to 5,000 paid autonomous taxis over the next 12 months, replacing a previous temporary operating order limited to 10 vehicles.

The permit covers Clark County, including Las Vegas; the committee stated that if Tesla intends to expand its geographical boundaries and follow notification procedures, its operations could extend throughout Nevada. This permit allows for commercial operations but does not exempt the company from subsequent vehicle inspections, insurance, and fare reporting standards.

Tesla completed its self-certification for Robotaxi in Nevada last November and applied for the autonomous driving network permit on June 3, 2026. The company stated that it would start charging for services after completing vehicle inspections, insurance arrangements, and fare declarations, a process expected to take about 30 days.

A Tesla representative stated during a four-hour public meeting on August 20 that the company would not deploy all 5,000 vehicles at once in the initial phase but would start with a small number of vehicles and gradually expand; the company expressed that it would be "very satisfied" if it deployed about 2,500 robotaxis in Nevada over the next year.

The company currently has two Robotaxi mission control centers in Austin and the San Francisco Bay Area and stated it would consider adding centers as the fleet expands. Tesla is also collaborating with Texas law enforcement to produce a five-minute emergency response training video for autonomous vehicles aimed at emergency personnel.

From a market mechanism perspective, the cap of 5,000 vehicles provides capacity for fleet expansion but does not equate to an immediate supply of 5,000 vehicles or corresponding revenue. Tesla needs to rely on safety operating records, remote support capabilities, vehicle availability, ride demand, insurance, and local regulatory collaboration to convert the permit into orders; Waymo, Uber, and Lyft face competition for ride supply in Las Vegas, while traditional taxis, ride-hailing drivers, and peak-hour human labor pricing are under pressure. If Tesla starts with low-price subsidies, it will temporarily increase passenger flow, but unit economic benefits will still depend on average daily orders per vehicle, accident costs, remote human intervention, and depreciation.
