Nearly 98% of new cars in Norway this year are electric.

According to the Norway Road Traffic Information Council, pure electric vehicles accounted for about 97.8% of new passenger cars from 2026 to date, with a monthly peak of 98.7% in August; gasoline, diesel, and hybrid vehicles combined have dropped to below 2%. The national goal is to stop selling new gasoline and diesel passenger cars, and the new car market is nearing full electric.

The Tesla Model Y remains the best-selling model of the year to date. In May, 3,126 units were sold, accounting for about 20% of that month, while the second place, Toyota Urban Cruiser, sold about 720 units, more than three times behind. In the second quarter, Model Y sold 5,686 units, still higher than Urban Cruiser's 1,969 units and Volkswagen ID.4's 1,820 units. Cumulative registrations in May surpassed 100,000, making it the first electric vehicle in Norway to cross that threshold, equivalent to one in every 29 passenger cars on the road.

Market share is being diluted. In August, only 253 Model Y units were sold, dropping out of the monthly top rankings, with Volkswagen ID.4 taking the top spot for the month; Tesla's brand sold 627 units that month, with a share of 4.7%, falling to seventh place. Year to date, Tesla remains first, but registrations have decreased by about 11%, while Toyota has increased by about 46%, reducing the gap between the two brands from about 9,173 units in the same period last year to about 3,740 units. Chinese brands like Xpeng and BYD saw a significant increase in total market share in August.

The policy background includes long-term VAT exemptions and purchase incentives, but starting January 2026, some VAT rules for electric vehicles will tighten, following a rush for license plates in December 2025. The fleet ownership of pure electric vehicles has surpassed 1 million, accounting for about one-third. Almost all new cars being electric does not mean that all cars on the road are electric immediately.

The Model Y captures the family SUV demand with a single body style, turning Norway into the world's cleanest new car laboratory. Later entrants are competing for second place with special editions under price bands and VAT thresholds, indicating that the first place can be substantial but can no longer monopolize the entire list.

In market mechanisms, buyers are Norwegian families who continue to buy only electric cars after subsidies decline, while sellers are American brands that can sell a model to 100,000 units and German and Japanese brands that are catching up; funding flows from household car loans to Berlin factories and import channels. The beneficiaries are Tesla, which has filled the channels first, while dealers still selling internal combustion engine inventory are under pressure. The driving events come from tax rates and model cycles, rather than sudden oil prices.
