Toni Wahrstätter, a member of the Ethereum Foundation's protocol architecture team, proposed to incorporate Frame Transactions into Hegotá, alongside the established FOCIL, as a key upgrade feature; this proposal has not yet been finalized by core developers.

Currently, Hegotá has officially scheduled only EIP-7805, which is FOCIL. This mechanism allows the validator committee to publish a list of transactions to be included, preventing block proposers from arbitrarily excluding eligible pending transactions, thereby enhancing the network's censorship resistance.

Frame Transactions correspond to EIP-8141, which aims to separate transaction authorization, execution, and Gas payment into a programmable framework, supporting alternative signature schemes, key rotation, and third-party Gas payment; it is still in the "consideration for inclusion" stage, with developers comparing it against EIP-8130.

EIP-8250 proposes Keyed Nonces, replacing a single transaction nonce with a set of nonce keys managed by the protocol and a sequence number, allowing the same account to send Frame Transactions in different nonce domains in parallel, avoiding one pending transaction from blocking other independent transactions.

EIP-8272 allows Frame Transactions to read recent state roots, verifying recent cryptographic commitments without accessing mutable storage; combined with Frames and Keyed Nonces, it can construct transaction structures where the fee is paid by the fund pool itself, reducing reliance on intermediary payers. This capability is a fundamental primitive and does not equate to Ethereum enabling transaction privacy by default.

Wahrstätter also listed scalability candidates, including unifying transaction calldata lower limits, BAL byte lower limits, CPSB recalibration, BAL Sidecars, optional execution proofs, and Quick Slots; among these, the CPSB proposal aims to push the Gas limit to around 500 million to 600 million, while Quick Slots intends to shorten block slot times from 12 seconds to 10 seconds. These proposals are all under review and have not yet been confirmed for inclusion in Hegotá.

In terms of market mechanisms, the direct effect of FOCIL is to limit the transaction filtering power of block builders and proposers, benefiting users, privacy applications, and on-chain settlement protocols that rely on permissionless transaction inclusion; if Frame and related privacy primitives are adopted, they could reduce reliance on relay parties for account abstraction, Gas payment, and privacy protocols. The costs will be borne by validators, clients, and block building infrastructure: more complex transaction validation, state processing, propagation requirements, and potentially higher hardware loads, especially when higher Gas limits and faster slot times are pursued simultaneously.
