According to Kyodo News, Japan's Ministry of Economy, Trade and Industry announced on the 30th that it will provide 387.3 billion yen (approximately 2.383 billion USD) to Noetra, a new company led by SoftBank focused on developing domestic AI foundational models, as part of the 2026 development commission fee.

The company is established with SoftBank, NEC, Honda, and Sony Group at its core, focusing on developing foundational models that integrate robotics and physical AI to enhance the competitiveness of Japan's manufacturing industry.

The new company will strengthen Japanese language understanding, reasoning capabilities, and multimodal recognition, and has been selected for the NEDO support project.

Japan's government has previously supported semiconductor and AI research and development through organizations like NEDO. This large-scale funding injection continues its national strategy to promote domestic technology autonomy, similar to past subsidies for the semiconductor industry to address the US-China tech competition.

In terms of capital flow, the Ministry of Economy, Trade and Industry's commission fee is directly injected into core companies like SoftBank, focusing resource mobilization on the integration of physical AI and manufacturing. The motivation is to leverage Japan's robotics advantage to build an AI moat, strategically combining public funds with private giants to accelerate the implementation of domestic models.

Similar to AI sovereignty projects led by the South Korean or French governments, this move places Japan in an accelerated transition phase from a consumer electronics powerhouse to AI infrastructure and physical intelligence.

Essentially, this reflects regulatory changes and capital concentration, as the Japanese government reshapes the AI development framework through substantial commission fees, with the mechanism of public-private cooperation reducing risks for individual companies and concentrating resources to tackle multimodal foundational models, thereby restructuring the East Asian tech industry's pricing power towards domestic platforms.

Government subsidies are not just about money; they are a lever for national strategy. SoftBank sells ecosystems, the government sells direction, and manufacturing sells physical implementation. The Japanese language model is the starting point, while physical AI is the structural export of Japan's competitiveness.
