Trump plans to have Clayton serve as AI Czar

President Trump is expected to appoint National Intelligence Director Jay Clayton to also serve as the head of artificial intelligence affairs. The White House stated that personnel announcements will only be made by the president himself, and previous reports were unfounded speculation. The formal appointment has not yet been issued.

The New York Times cited current and former officials saying the new role is intended to assist in formulating AI policy and regulation, but it remains unclear whether the responsibilities will include reviewing new models or establishing safety standards. Axios reported that the announcement could come as early as Friday. Bloomberg also indicated that it might be announced by Friday. Reuters cited sources familiar with the decision stating that Clayton will retain his position as intelligence director, which coordinates 18 intelligence agencies.

Clayton was confirmed as intelligence director by the Senate with a vote of 51 to 47 in July, previously serving as the U.S. Attorney for the Southern District of New York and before that as the chairman of the Securities and Exchange Commission during Trump's first term. Bill Pulte briefly acted in the role after Tulsi Gabbard's resignation; CIA Director John Ratcliffe recommended Clayton for the intelligence director position and reportedly also recommended this part-time role. During his confirmation hearing, Clayton described AI as both an opportunity and a threat.

Last month, Trump stated he wanted to establish an AI "Czar" and form an AI task force, without specifying the structure and authority. This week, he told Axios that he already has someone in mind; when asked about Clayton, he referred to him as a good person who is right there, calling it a good idea. The president has repeatedly advocated for light regulation and dismissed concerns about the technology posing a threat to humanity as a hoax. Researchers have warned that those developing this technology believe it could kill humans within a decade. The Times also mentioned that advanced versions have been revealed to bypass security protocols, unauthorized access websites, and obtain information, leading to increased regulatory pressure.

This week, the White House met with executives from tech companies. In publicly released photos, Trump was seen alongside Clayton, Meta's Mark Zuckerberg, Anthropic co-founder Tom Brown, and David Sacks, who previously held the position during the latter part of Trump's first term and has since left the White House. Secretary of State Marco Rubio also serves as National Security Advisor, setting a precedent for multiple roles within this administration.

This is not a model procurement. The buyer is the White House, which wants to shift AI from being under industry advisors to being under the intelligence director; the sellers are model companies still lobbying for light regulation, as well as congressional and public pressure demanding safety standards. The event is driven by personnel expectations, and no funds have been allocated. Those benefiting hope that safety reviews will go through intelligence channels rather than independent regulatory bodies; those under pressure include the industry coordination role left by David Sacks and the compliance departments of companies that still do not know if the new role can review models. Before the announcement, the structure remains as reported by sources.
