Content creator Isa: Almost missed the flight due to old US dollars in Turkmenistan

Bitcoin content creator Isa stated that she stayed in Turkmenistan for several days, entering the country requires applying through a certified travel group and passing a background check, making it one of the hardest countries to enter in Central Asia. Local establishments hardly accept bank cards, and there are rare card payment points that charge about 20 times the cash price; US dollars are accepted, but only brand new bills not older than 2013.

She and a friend were unaware of this detail when paying the group fee, and the tour guide refused to accept half of the cash. The two had no other cash left. She attempted to settle the remaining payment with Bitcoin, otherwise the guide would not take them to the airport, leaving them in the vehicle. The guide explicitly rejected Bitcoin. Her conclusion was that if there were a globally accepted accounting unit, this situation could have been avoided and they could have made their flight.

This aligns with travel manuals. The Turkmen manat is the legal currency, and shops and restaurants must use manats; hotels, attractions, and travel agencies often price in US dollars. International cards and ATMs are generally unavailable to foreign tourists, who must bring US dollar cash. The new series of hundred-dollar bills issued since 2013, featuring a blue three-dimensional security strip, is widely accepted by banks and merchants; older "white dollars" and bills with creases, handwriting, or pinholes are often rejected. Visa fees and airport taxes must also be paid in brand new US dollar cash.

The official exchange rate has long been pegged at 1 USD to 3.50 manats, while the parallel market often sees rates around 18 to 20 manats. Tourists can only exchange through official channels, and manats brought out of the country are nearly impossible to convert back to US dollars. The economy has long been highly dollarized, and foreign exchange exchanges have been tightened multiple times, creating a settlement layer of "lack of new US bills domestically, card networks are disconnected."

In this narrative, Bitcoin is portrayed as a tool for cross-border payments, but the outcome on-site was a firm rejection. The guide wanted specific year-version US bills that could be spent locally, not blockchain units. Isa summarized the event as a failure of payment layers: it wasn't that there was no money, but that the money in hand did not meet local bill verification rules.

In terms of market mechanisms, the seller is the licensed tour guide controlling the vehicle and exit points, while the buyer is the short-term tourist who has exhausted their qualified cash. Funds can only flow through the channel of "brand new US dollars issued after 2013 → travel agency," with penalties for card use and zero acceptance of Bitcoin. The beneficiaries are the travel agency system that can prepare qualified cash in advance; the pressured party is the traveler who carries US dollars as a global unconditional legal currency. The driving force is the settlement rules, not the volatility of currency prices.

Supplementary aspect: Turkmenistan revised the manat in 2009, withdrawing old bills from circulation; the US dollar remains as a pricing anchor in tourism and border fees. Old bills are rejected because US cash is treated as an imported commodity within a closed foreign exchange system, not a natural extension of the Federal Reserve's legal tender scope.
