Sui Partners with Alibaba Cloud for Pay-Per-Use Stablecoin Payments

Sui announced at Basecamp that it has partnered with Alibaba Cloud to integrate Alibaba Cloud services into Sui Agent Payments. Agents can pay per use with stablecoins on Sui, where users set a budget and allow agents to complete payments autonomously. The announcement did not disclose specific interface pricing or launch dates.

This payment layer does not require registration. Each service call has a price per invocation, and agents pay according to usage. Settlements are made in USDC, completed before upstream execution; the gateway first returns HTTP 402, checks against owner authorization, and resources are delivered only after on-chain event confirmation. Each transaction corresponds to a summary that can be opened on Suiscan.

Owners set an expenditure account based on assets, limiting agents to available services, total budget, per transaction cap, and expiration time. Restrictions are enforced on-chain at settlement and can be revoked at any time. When accessing through MCP, gas fees are covered by sponsors, leaving agents with only the service cost. An official example shows that a call priced at $0.001 remains $0.001. The directory is provided via SKILL.md and JSON endpoints, allowing agents to compare prices. MCP can register with Claude Code or Codex.

In the same week, Sui's core developer Mysten Labs and Google Cloud announced a verifiable agent arbitration layer. Prompts, model outputs, tool calls, and strategy decisions remain under customer control in Google Cloud Storage, with cryptographic proofs stored in Walrus, coordinated by Sui. This layer receives assistance from Agent Payments, recording authorizations, expenditures, and service deliveries according to x402. The official launch date has not been announced, with enterprise pilots starting first.

x402 repurposes the idle HTTP 402 into a payment status code. The Linux Foundation announced the operational launch of the x402 Foundation on July 14, with Coinbase having handed over the protocol. Members include Visa, Mastercard, Stripe, Adyen, American Express, Amazon Web Services, Google, Circle, and Shopify. The foundation reported approximately 75 million transactions totaling $24 million over the past 30 days, mostly involving machine calls under $1.

The buyer is the agent holding expenditure authorization, and the seller is the cloud interface priced per use. The event is driven by Basecamp's release, shifting funds from preloaded bills to USDC settlements before calls. Beneficiaries include interface providers who do not want to open merchant accounts and agents needing receipts, while traditional monthly subscription and key-based billing cloud consoles face pressure. Alibaba Cloud is entering the directory, not an exclusive channel.

Sui's payment layer existed prior to Alibaba Cloud. Agent Payments has established fixed processes for directory, HTTP 402, USDC settlements, and sponsored gas, with $0.001 calls not being adjusted by gas fees. In a public experiment on July 4, programmable tunnel peaks reached 6,086,766 transactions per second, about 20 times the previous limit, with gas sponsored and logged via zkLogin. Alibaba Cloud is integrating cloud services into this existing settlement, not creating a new chain.

Resources are divided into two paths. Payments use USDC on Sui, with expenditure accounts limiting services, totals, per transaction, and expiration, releasing upstream calls only before settlement. Auditing follows another path: the arbitration layer between Mysten and Google Cloud keeps details in the customer's own cloud storage, with proofs stored in Walrus and coordination in Sui. The motivation is for enterprises to obtain receipts and authorization boundaries, preventing agents from holding unlimited keys. Alibaba Cloud receives call fees, while Sui handles settlements and summaries.

A comparison can be made to Stripe embedding card payments into checkout and Coinbase handing x402 to the Linux Foundation. Foundation members already include Visa, Mastercard, Stripe, Amazon Web Services, and Google, with approximately 75 million transactions totaling $24 million over the past 30 days, mostly under $1. Sui is in an expansion phase: the directory can connect to Claude Code and Codex, with Alibaba Cloud being a new name on the cloud vendor list, while pricing and launch dates are yet to be determined.

This represents a shift in pricing power. Cloud consoles price based on accounts, monthly subscriptions, and keys, while agents price based on calls. The mechanism is that 402 embeds payments into the same request for resource retrieval, with on-chain authorization capping budgets and sponsored gas removing fees from the unit price. Whoever owns the expenditure account controls what agents can purchase. Alibaba Cloud sells services, while Sui sells the necessary settlement gate before calls.

  1. Monthly accounts are sold, while calls are sold per use.

  2. Agents can spend money only because budgets are capped in advance.

  3. Receipts are on-chain, while details remain in the cloud.
