Japan's Financial Services Agency Establishes New Department for Crypto Assets and Stablecoins, Appoints First Director

The Japan Financial Services Agency (FSA) announced personnel appointments as part of an organizational restructuring, establishing a new "Department for Crypto Assets and Stablecoins" dedicated to regulating crypto assets (virtual currencies) and stablecoins, with Toshiaki Adomi appointed as the first director.

Adomi graduated from Osaka University with a law degree in 2002 and joined the FSA. He later obtained an MBA from the University of Birmingham and a master's in law from the London School of Economics. He has held various positions in bank supervision and policy coordination, and from July 2025, he will serve as a senior official in the Comprehensive Policy Bureau, previously serving as a senior official overseeing postal savings and insurance supervision.

This marks a specialized organizational adjustment in Japan's financial regulatory system concerning crypto and stablecoins, shifting focus towards concentrated regulatory resources and professional division of labor. The crypto industry stands to benefit from clearer departmental oversight, with compliance requirements likely to be refined and enhanced.

Japan's elevation of crypto assets and stablecoins from a dispersed office to an independent department reflects the growing importance of this sector within the financial system. Adomi's background in bank supervision and international education is advantageous for balancing innovation with prudent regulation.

On the capital front, the specialized department can enhance policy-making and enforcement efficiency while reducing inter-departmental coordination costs. The motivation is to establish more specialized regulatory capabilities in the context of stablecoin legislation and the mainstreaming of crypto.

This follows the path of other major jurisdictions establishing dedicated crypto regulatory units, currently transitioning from "ancillary regulation to specialized agencies."

Essentially, this represents a regulatory shift: crypto regulation is upgraded from a subsidiary function under comprehensive risk analysis to an independent department, directly allocating resources and authority to emerging asset classes.
